off for the republicans; If that party's

as a DEFEAT of that policy. Within
twelve hours the vote lr. Oregon will be
as well known by Aguinaldo as It will
be known by Bryan. It Is Idle, In a
crisis like that upon us, to talk of to
morrow's election as a "local" contest
We cannot help ourselves, so far as
its luflutnee and effects In helping to
decide questions of .rational politics is
concerned, Oregon's vote tomorrow, In
many respects, will be the most Im
portant to be cast by any state in the
Union this year. And aside from both
the willful and Ignorant misconstruc
tion liable to be placed on all phases
of the contest. It is a very shallow and
Ill-Informed mind that overlooks the

pointed out, the decision of two United
States senatorial successions depends
on that vote- Either one of these sen

councils of the NATION the suprem
acy or defeat of national policies. So

TEST. It Is not, therefore, a selec
tion of men, a? some claim, but of
MEASURES, that Is at stake. Every

republicans to the two houses of con
gress. Because that Is the danger
point- All our policies are controlled
in congress. '. A vote for any mem
ber of the legislature who Is not a re
publican Is a vote for a democratic
senator, and a vote for any member
of the legislature who Is affiliated I
with democrats and running on the
ti'.ket with them Is a vote for con
fusion of principles and for loss of
principles which the republican party
must maintain. The key of our po
litics and policies is In congress. On
that point every republican shoull
see to it that his vote shall count. It
will count on the wrong side If he
votes for mongrels for the legisla
ture. Should the so-called citizens' ticket
in Multnomah county be elected, the
legislature would be democratic. There
would be no doubt about It. Prepon
derance of known and avowed demo
crats on the ticket makes this certain.
For the same Influences are at work in
every part of the state, and there
would be every reason to expect, as a
result, the election of a democratic
legislature, the loss of a United States

less of the other senator two years
hence. Let no one deceive himself.

movement would mean a democratic

is that members of congress desire to

a new issue upon which democrats can

reason for a parry seeking the Indorse
ment of the people! Democrats are
hopelessly divided on this subject. A
number intend to supHrt the shipping
bill. The real timidity Is with those
responsible for postponement the re
publicans What the people want is action. What
they are opposed to Is the payment of

ers for carrying American Imports
and exports. What they w ill uphold is
the party that legislates to keep that
money at home, employing our own
people and giving this country the
strength It so woefully needs upon
the sea.
This matter has dragged along, un
settled, for thirty-five years. This Is
the year, and now Is the time, to set
tle it. The republicans have pledged
themselves over and over again and
year after year to restore to American
ships the carrying trade of our for
eign commerce. Delay helps tnly for
eigners It only Injures AmerUans.
The bill that will carry out republi
can pledges, that conform to the pres
ident's recommendations, that has met
with the Indorsement of the proper
committees in each branch of congress,
now hangs on the calendars In each
house, awaiting consideration. Con
gress cannot give either a creditable
or acceptable reason for longer defer
ring action
