Suppose It Is true, according to the
plea of the West Shore Mills Company,
that It is now more difficult to operate
Its electric light plant at a profit than
formerly, what has that got to do with
the merits of the city council's re
jection of Its demand for a contract at
higher rates for street lights than was
paia last year? Certainly the city of
AstJtia is under no obligation to re
Imburse the stockholders of that com
pany for losses due to bad Judgment
lu the purchase or management of Its
machinery or from any. other cause
whatever which may tend to Impair
the income from Its property. It is a
strilghtout business proposition which
presents itself to the city council. The
question is. shall the city of Astoria
pay more for its electric lights than
the service is worth, or shall the city
avail itself of its power to supply It
own lights, at a greatly reduced cost,
as compared with any price the electric
light company has or can agree to
furnish them for? The city of As
toria is not bound to support the elec
tric light company and pay it such
profits as will suffice to satisfy its
owners and managers as to the income
and salary they feel that they ought
to obtain from their investment and
labor. It is certainly no more the
duty of the taxpayers of Astoria to
bolster up the declining business of the
West Shore Mills Company than that
of any mother similiarly unfortunate in
dividual or set of individuals In the
community. If they can no longer do
the electric lighting business at a
profit, let them go into some other
line of trade or occupation. The city
ccuncl! has decided that the finances
of the city cannot afford the tax which
the electric company sees fit to as
sess as the cost of its service. In
reaching this conclusion the council
has exercised a judgment and per
formed a sworn duty that belongs to
the office Its members were elected to
fill and which Is not open to debate
or argument with the West Shore Mills
Company or any of its representatives.
If that company cannot furnish lights
for ltss than Its present offer, that Is
not the council's fault, nor that of
the taxpayers of the city. It is the
West Shore Mills Company's misfortune-
It has been shown that the city
can do better than to pay the price
demanded by that company. Does the
West Shore Mills Company and its
agents imagine that they can hold up
the city of Astoria and compel Its of
ficers to accede to Its extortionate rte-
mands simply because of
Its whine
about the unprofitableness of Its bus!

are other enterprises, perhaps. In As
torla that have not paid their found
era and owner as much protit, as they
would iko to have had out of them.
Are they going to come forwaid with
a dt mand for bounty or bonus from the
city treasury? And If not, why not,
with hs much justice as the West Shore
Mills Company? No. the council has
done its duty and the people unanl
mously Indorse Its action. If the water
commission refuses or delays the relief
which It Is fully authorised to ren
der in the existing emergency, let the
council even erect coal oil lamps as a
temporary expedient to light the streets
until some better plan within, the
means of tne city can be found for
suppling that public convenience.
When the naval appropriation bill
was passed by the house It contained
the largest appropriation, 360,597,
S1S.47, ever msde for the navy. The
senate committee on naval affairs add
ed fc241,O00.O0 to It. so the aggregate
carried by the bill, when passed, was
612$,61S.tJ7. Fifteen years ago, In
the naval bill appropriated only
$IX,07(,37.9.., or less than one-fourth
of the present appropriation while ten
ye.irs ago. In the appropriation
was only $.,'4,136,035.53, while five years
ago the navy was considered very
lucky and congrrsss very extravagant
U appropriate $;9.416.24".31. These
appropriations were wrung from mem
bers of congress with the greatest dif
ficulty. Members from the Interior ar
gued that the navy was not necessary,
and one Indiana representative ex
plained his vote against the naval bill
by saying that 93 per cent of his con
stituents had never seen the ocean.
Since then we have had a war, lu ,
which the navy won glory and showed
its utility. Now, the .nen from the In
terior vie with those from the coast In
praising our navy and urging Its en
largement. War has educated con
gress, as it has the people, and the
navy and naval appropriations are
popular.
FAMINE-STRICKEN INDIA.
, It appears from an English publica
tion that by the middle of last Febru
ray there were 4,000,000 people In In
dia who were receiving relief from the
government on account of the famine.
The record far exceeded that of the
winter of 1S96 and 1897, when the re
cipients of state aid numbered about
1,500,000 up to the same date. But la
ter In 197 this number was raised to
4,250,000, the maximum being reached
in June, and as that is the month of
greater destitution it is thought likely
that owing to the probable increase
In the rate the figures this year may
amount to the enormous total of 10,-
000,000.
Heavy winter rains would have
changed the situation completely, but
there was a drought to begin with and
then only light showers. This lack
of a water supply Is felt first In the
direct loss to the soil and second In the
doing up of the sources of artificial
irrigation. There Is no possible remedy
save In the exercise of charity upon
the grandest scale.
The whole territory that is imme
diately affected embraces about 300,000
square miles, and contains a popula
tion of some forty millions. There Is
besides an outside area of 145,000 square
miles which is now threatened, anrl
ln this district the population amounts

on account of the famine for the fis
cal year ending March 31 are from
10,OW,000 to 115.000,000. Should the
gloomiest anticipations be realized the
sum must be more than doubled by
the end of June.
The government Is finding increas
ing difficulty In its work owing to the
gradual breaking down of caste pride
under the influence of continued re
course to state aid. Formerly many
of the people preferred to suffer in si
lence rather than to expose their pov
erty, tut it appears that the force
of example has been too strong for
them and that now help is sought by
persons to whom it is not an actual
necessity. This Is a familiar feature
of Bueh conditions everywhere, and it
calls for added precautions against im
postors without In any way diminish
ing the obligation to provide for the
starving millions.
Another complication In the present
calamity is the plague, which has ad
ded much to the burdens of govern
ment, and the spirit in which these
disasters are met Is a luminous revel
ation of the value of British rule In
India. Under the native princes the
people would have been left to die like
Insects, while now every resource of
modern civilization Is strained to save
them.

THE PRICE OF THE POPULISTS.

The nomination of Rryan and Towne
by the populist national convention ut
Sioux Falls has the effect of con
verting the afalr at Kansas City Into
a mere political side show. The per
formance In the main tent haa taken
place. It Is true that the crowd at
Kansas City will be a great deal larg-
but It cannot be denied that the
populist convention was a peace-maker.
It net only presents the candi
dates for the Kansas City convention
but It passes up to that body a com
prehensive and brilliantly contrived
plan for reorganiilng the universe
which the Bryanltes cannot reject or
Improve.
No man can fathom the entire popu
list scheme for repealing the laws of
nature, but so far as the finite mind
can go It Is plainly obvious that the
populist plan contemplates a complete
reversal of the present order of things
and that nothing that nature has done
in the last six thousand years Is sat
isfactory to them. So far as the de
mands for radical changes ln economic
law are concerned. It cannot be denied
that their program Is entirely Imprac
ticable or inconsistent- It is useless
to analyze all their denunciations for
the reason that they "denounce" spe
cincally and In detail everything that
now exists. But it Is Interesting and
instructive to listen to their plaintive
wail over the striking down of the
"greenback" and to their plea for gov
ernment ownership of railroads and
public utilities. It might be asked:
"How is the government to acquire
all these railway properties?" The
answer is plain in the light of the
populist platform. Simply print green
hacks or paper money and coin sil
ver dollars until money enough has
been manufactured to buy the
railroads. The whole thing is very
simple. Government ownership of ev
erything is not a flim.-ult problem for
the populist mind. Once started the
government printing presses need not
stop until enough paper money has
been turned out to buy everything that
is now controlled by Individual or cor
porate euterprlse and ownership. The
poptilift plan does not contemplate
confiscation. Not at all. It proposes to
pay as It goes and expects the regular
discount for cash.
The more glaring absurdities In this
platform must be embodied in the
Kansas City platform. There Is no es
caping It. It Is the price that Mr,
Bryan must pay for the votes of the
discontented, disgruntled, disappointed
classes the people who believe that
poverty can be obliterated by repeal
in;; the laws of nature. And the price
must be paid, for the pops can truly
claim to be the original and genuine
repudiationists, without whom Mr.
Pryan could not hope for success.
