filled with criticisms and denuncla
tlon.s of Mr, Bryan's recent speeches
in the Northwest. These papers are
wasting space and misdirecting efforts
which should be applied otherwise. It
does not He In the power of Mr. Bryan
nor in the organisation and activity
of his followers in the coming cam
palgn to endanger republican success
in Oregon this year. Mr. Bryan could
not carry Oregon in a year of unpar
alleled business depression and public
discontent; his arguments on their own
merits and the enunciations of his
Kansas City platform are sure to repel
many even "of the votes he received
last time. Nevertheless there is a foe
to republicanism abroad in Oregon
this year which must have the instant
and unremitting attention of the state
and county republican committees
from the very beginning of the cam
paign. Oregon occupies a unique posl
tion among the states of the Union in
a presidential year. It Is here that
the republicans first assemble and give
voice to what are assumed to be re
publican sentiments with reference to
understood party purposes In the ap
proaching general campaign. It is
here that the votes of the people are
first taken and recorded on the ap
proval or disapproval of anticipated
issues and the policies outlined or
adopted by the leaders in congress and
elsewhere. The responsibilities of Ore
gon republicans, therefore, are greater
than those of republicans in any other
section, even the most populous and
influential states In the Union. Today
there is pending In congress two Im
portant matters of public policy upon
which the administration and the al
most unanimous majority in congress
have taken a decided stand. Before
many days both these matters will
have been enacted into laws by the re
publican majority and will have re
ceived the approval of the republican
executive. Both laws will be subjects
of prominent endorsement In the na
tional republican platform: both will be
strongly condemned by the Bryan
platform. Upon these laws, then, the
republicans must go to the country
and upon their success in defending
them republican victory In the coming
campaign will largely depend. The
principles involved In these issues af
fect the very foundation of the great
question of commercial expansion, and
without the adoption of these princi
ples, from the republican standpoint,
at least and there Is no other afflrma-

all attempts to secure for our people
particularly Pacific coast people the
best fruits of commercial expansion
will be impracticable and vain. These
important matters of public policy re
publican policy are the Puerto Rican
tariff and the proposed national aid
In rehabilitating this country's mer
chant marine. Tet, for reasons which
need not be explained to Intelligent
people in Oregon, these two vital prin
ciples In the republican stand this year
have been selected for special attack
by a certain Influence in the party
councils and every effort is being put
forth deliberately put forth to mis
lead and prejudice public opinion re
publican opinion in Oregon concern
ing them Here is the enemy that con
fronts Oregon republicanism at the
threshold of the coming campaign.
Here Is the real foe against whom the
republicans of Oregon want to be fore
warned. Here Is the Insidious Influence;
the treacherous traitor with whom the
state and county republican commit
ter of Oregon will have to contend in
the coming campaign. It is not Bryan
and Bryanism, but members of their
own household that republicans have
got to be taught to fear. Let every
individual republican be aroused! Let
every republican newspaper print the
facts needed to educate the people as
to the merits of these great public
questions and the high and patriotic
motive which Inspires the position of
the administration and the majority In
congress upon them. The people of
Oregon, except in a few rare instances,
have had no opportunity for hearing
the other side of these questions. Of
course the people of the whole coun
try will thoroughly understand the re
publican party in this connection be
fore the campaign ends In November,
but It wilt then be too late for Oregon
republicans to correct a large part of
the evil resulting from a wrong decla
ration in convention and a wrong ex
ample at the polls in June. The work
of presenting the republican side of
these questions should begin without
d?lay. Plenty of facts and figures can
be obtained to refute the distortions
and misrepresentations with which it
is to be feared too many republican
mind3 have already been filled. Every
delegate to the Portland convention
should be sent there with the right
understanding of his party'B purposes
and alms. It is the duty of the party
press to instruct them and this duty
should be performed at once. It is
going out to the Nation every day
that Oregon republicans are opposing
the administration and c-nd''mnir.g
their own members of congress on
the questions here alluded to. The way
to correct that Impression Is through
strong, ringing declarations at Portland
next Thursday. Oregon republicans
must not Vepeat the error once made
concerning free silver. The republican
national convention is going to sttnd
by the ship subsidy and Puerto P.k:an
tariff laws. No state in the Union has
more, if as much, commercial i::teitst
iu upholding the hands of the adminis
tration and the majority In congress
on these questions as has Oregon. !:
must lead the Nation in the strength
and clearness of li.-r position and the
loyalty of her support for botu of

rangements of this nature are apt to
be overlooked by professors of free
trade. The British government applies
the principle of protection freely in
marine commerce, which is its largest
field of operations. It is worth while
to look closely into this new Jamaica
arrangement, for it touches closely cer
tain Interests in the United States. A
line of American steamers, making
semi- weekly trips, plies between Ja
maica and this country, carrying only
bananas. It conveys the United States
mail and receives therefor $57,030 a

times as much, and the manner In
which the money Is to be raised Is In
teresting. An export tax is placed on
bananas and also on fruit lands, one
third of which are owned by an Ameri
can company. Thus, In qne instance,
we have a striking example of British
policy in the grant of ship subsidies
as well as the enforcement of the pro
tection principle, even with one of her
own colonies. The export tax will come
chiefly out of the pockets of this
American company in Jamaica and on
exports of bananas to the United
United States. A late article In
the Philadelphia Press refers to
the method by which an Amer
ican line of steamers to Braxil
was driven into bankruptcy. Before
it was started American goods to Bras-
II and the Argentine republic were
generally shipped by way of England,
and the British ships went direct to
South America, touching later at
American ports. When the American
line to Brazil was established the Brit
ish line came first to American ports
and put down rates below a paying
basis. The American line consequently
was wound up. Then the British line
restored rates and resumed direct voy
ages to Brazil and Argentina. Per
haps It will be said that these are
matters of competitive business. But
they do not accord with the arguments
heard on American protection and so
called British free trade. The latter
exists to a limited extent only. No
shipping Interests in the world are so
closely and heavily protected as those
of Great Britain.
