PHILIPPINES AND THE OPEN DOOR. It is announced that France will dla regard her open door policy In her re cently acquired Chinese territory, and, whether the report be true or false. It suggests comment on the proposition that If we urge the application of the policy to China we must ourselves ap ply it to the Philippines. This contention is based on an en tlrely false view of conditions which are not similar but dissimilar. In the case of China, we have a theoretically Independent nation, in which half dosen powers have large trade Inter ests. If the country were capble of re sistance It might do as It pleased with Its tariffs, but It is continually under duress from one or another European states, and finds that Its safety lies In the mutual jealousies of Ihose govern ments which are striving for some ad vantage within Its territories. By con sequence it happens that ihe working cut of its policies is left In gTeat meas ure to the action of the rival powers upon one another. If Russia says that she will sel-je a province where there are large British and American inter ests Great Britain and the United States insist that these existing rights shall be preserved, and they propose as a solution of the difficulty that all the competing nations ahall !e treated alike in the matter of trade. It Is evident when .the circumstances are duly considered that their resent ment against discrimination is both natural and Just. They have millions of dollars at stake, while the raid which Is threatened would be without a color of right. They simply assert their de termination and their power to prevent a robbery of themselves through prac tices which resemble those of the out law who attempts to seize and hold the property of another. Now the situation In the Philippines Is very different. Those islands were under Spanish domination for centuries and were governed like any other col ony. If Spain imposed a tariff It was not disputed by Europe or America, but was universally accepted by foreign powers as an Incident of the Spanish sovereignty. Consequently no such claim grew up as the one which has been gradually developed In China, and when Spain transferred the Islands to the United States she transferred all her fully recognized rights with them. At the time of this transfer the tariff was very heavy, being as much as 100 per cent on muslins and petroleum, but Fop the The fifty-cent size is just right for the baby. If the' United States, notlnB alone or in conjunction with the Filipinos, Hhould reduce it, the question would be one of domestic politics, and Europe might consider herself lucky If she came in for incidental benefits. If, on tire other hand, the duties should be raised, Europe could make only the usual trade protest agd the usual threats of tariff retaliation. She could not complain of an Invasion of her rlKhts. The distinction Is so plain that there Is no possible Justification for dragging Ilia Islands Into the "open door" con troversy. WHEELER'S TRIBUTE TO THE FILIPINOS. CK-neral Wheeler was more favorably Impressed by the Filipinos than some Americans have been. He not only credits them with Industrious habits and a kindly disposition but Is Inclined to believe that they might be trusted safely with considerable powers of self government. Experiments In home rule throughout the provinces have been very successful, he says, and be thinks that it would be wise to allow the natives to make their own laws on the terms accorded to our territories. This is a policy which all Americana would favor If they were only as cer tain as the general that his estimate of the character of the people la cor rect Alternatives are proposed mere ly on the plea of a disagreeable neces sity, and for this reason any testimony which makes for a settlement In rtilct keeping with our historic precedents will be welcome. The evidence presented by the self. governing municipalities already counts for much, and we should ray that It Is considerably strengthened by some of the observations which the general has made. He found, for ex ample, that uncompromising hostility to American sovereignty was confined to a comparatively small number of malcontents. These were persons who had fallen directly under the Influence of the Insurgent leaders, so that origin ally only one-sixth of 1 per cent of the population could be induced to carry arms against us. That, was an exceed ingly small fraction to begin with, and it must have been very perceDtiblv dcreased since. Outside the armed force there were at first, no doubt, many natives whose personal sympathies were extended to the men who engaged in the insurrec tion, but It Is questionable if their poli tical sympathies were largely enlisted. When we make allowance for those whose feelings may have been emblt tered by the loss of friends and rela tives on the field of battle, It is fair to assume, therefore, that the general course of events has promoted a desire for a political union with the United States. This would be the natural re sult from the desertions from the army of the liberty that has been given the people to choose their local officials. and of the good treatment that they have received in every particular. It Is strengthened also by the inevitable longing for peace, order and restored industries. If opposition has thus gradually dis appeared and the temper of the Fili pinos is rather quiet than seditious, there is reason to hope that they may prove themselves worthy of territorial privileges within a short time.
