This apparently vas the chief factor In the qjeen's sudden change of plans though doubtless many of her ministers always thought it would be letter policy for her to re main at home w hile the nation was In the throes of war. Re gardless of politics, the queen's visit to Dublin will doubtless he made the oc casion for unprecedented festivities, though throughout Great Britain there will be some tension until the queen has recrossed the channel In safety. Young Lord Alfred Douglass can be seen dining in more or less fashionable compa.iy at well known restaurants. There Is a good deal of chagrin dis played over what Is termed Lord Rob erts' too generous treatment of General Crorje and the tendency In some sec tions of the press to hysterically over rate Cronje's bravery. Many refer ences are now made to Cronje's allleged dishonesty in the former war, in ac cepting the surrender of the British garrison of Potschefstrom when a gen eral armistice had been proclaimed. Vanity Fair says: "There is a vein of sentimentality In the Anglo-Saxon nature which some times transgresses reasonable limits. This contention Is illustrated by photographs of white patches on the interior and the exterior parts of . me AoDey indicating t rumDiing. A curious romance comes from Ches ter where there was recently admitted to the workhouse a Captain Salisbury, son of the late member of parliament for Chester. Though only 41 years old, he has had a remarkable career as a soldier, ivar correspondent .'ind author, finally falling upon very hard days. It seems a3 If this distinguished ,'iauper was doomed to spend the rest of his life In the poor house w hen then- sud denly appeared on the scene an appar ently rich woman, described as Miss Emily Cunningham, of Ireland. The sequel occurred Thursday last when Captain Salisbury was married to his visitor. They departed for Chester In great style and amidst no end of sen sation. The often postponed marriage of the Crown Princess Stephanie of Austria to Count Lonyay, seems to be on the eve of occurring at Trieste, where Count Lonyay has taken a residence and whither Princess Stephanie departed Vienna Thursday. Neither the Vienna nor the Brussels courts are any more favorably disposed toward the groom than when the marriage was first mooted. King Leopold thinks it a scandal only a little less terrible than that of his eldest daughter, while Queen Henrietta hides her head with shame. But Princess Stephanie, regardle8S of it all. throws up her court life, diamonds and gold embroidered robes, has her income reduced from 800,000 to 200,000 crowns and goes to live with a poor country gentleman. The people of Vienna, it Is jaid, scarcely talk of anything but this great sacrifice for the sake of love. Elngllsh papers fear another era of agrarian murders in Ireland. It Is well to nip in the bud the tendency now aid to be exhibited. NAVY DEPARTMENT NEWS. Movement of Vessels Wireless Tele jraphy to Be Adopted by th Light-House Service. President Has No Intention of Relin quishing Our Hold on It. NEW YORK, March 10. A special to the Herald from Washington t-ays: Although no effort Is being made to pr?ss negotiations for the perma nent delimitation of the Alaskan boun dary It is said today that discussion of the suinject is in progress between the United States and Great Britain. In answer to the British for the estab I lishment of the boundary at a point which would give the English control of practically all the Lynn canal. Sec retary Hay recently sent an exhaus tive memorandum which in the opinion of American officials dearly refutes the British claim and shows conclusively that the waterway belongs to the Uni ted States. The British government has not answered this communication. There Is no doubt In the minds ot of ficials that the loyalty of Canada to Great Britain will r-auhe the London government to be more insistent of the claims of the dominion. The United States, however, holds that the Lynn canal Is Its property and the presi dent has no intention of relinquishing It. The jltlmate determination of the controversy will probably be reached by arbitration, the character of which will be the stumbling block In the ne gotiations. TREATY IS DOOMED. Whether It haa two-thirds or one-third of the senate for It, I cannot Kay. I don't care. I know tluit It will not be ratified during the present session of congress." From the character of other remarks made by republican senaors the Infer ence Is drawn that some republicans consider that It would be Impolitic end therefore Inexpedient at this time to menace protected Interests by adopt ing a treaty that will accomplish by legislative a:tlon a result that could not be brought about by direct.
