CLEAN DP THE FILTH. Dr. August Kinney Makes Some Im portant Suggestions. Yesterday an Investigation was made of the alleged unclean condition of that part of our city cumin inly called "swill town." Swill To .vn has not the whole thing her way, 'as Chinatown is run ning neck and neck for first place. The present condition of Chinatown is only to be described ns disgustingly filthy. One fostering hole can easily be reached by entering a small alley leading east oft Seventh street. Here In a buck yard of about fifteen or twenty feet square can be found a variety of decayed vegetation. Most all of the China houses facing Bond street have small back yards, and the condition of all are filthy. In speaking to Dr. August Kinney on the cleaning up of our city, the doc tor, who is an acknowledged authority on baeterology, said: 'We can not leave the subject of ex terminating the rats which infest the city. This Is the most Important thing to be considered at this tlm. James Fox, the well-known marine engineer, died this morning, at his home In this city, at about 2 o'clock.
