BATCH OF ROUTINE BUSINESS Important Street Improvements Or dered to Ik Made On Commercial Street and Taylor Avenue. There Is little question that the city council wlli soon make provisions for measures Intended to prevent the appearance of the bubonic plugue In this city. At the meeting of the coun last night Dr. August Kinney made a statement to the members to the effect that Inasmuch as Astoria 1 constantly visited by steamers from the Orient and southwestern ports Infected with the plague in various form, that action should be taken to Insure Astoria from all possibility of It gain ing a foothold In Its midst. The doc tor slated that In his opinion there was great danger of the plugue Infecting Astoria, as well aa other ports of en try on the Pacllic coast. Nearly every vessel coming here,' said he, leaves from a !ort in which the plague Is known to exist. It Is In South Africa, Manila, Formosa, and many other im portant points In the Southern coun try, and the report come from many of these points to the effect that deaths are occurring at the rate of in the neighborhood of one hundred a day. "We learn through medical statis tics," said the doctor, "that the plague Is spreading from port to port, and I am fully satisfied that there Is great danger of the disease getting a foot hold In Astoria. While It is not gen erally known. It Is a fact that the I'nited States government is paying money In bounties for rats In Manila. In Kobe, Hong Kong and other Orien tal ports a bounty of 24 cents per head is now being paid. Government offi cial at Washington have become con vinced of the danger of the disease among the American troops and are doing their utmost to crush out every possibility of the further spreading of the plague." Dr. Kinney stated that, in his opin ion, It would be much better for the city authorities to take action to pre vent any possibility of the disease getting started in Astoria, as it would be a most difficult matter to stamp it out after It had become thoroughly seated. The council decided to refer the matter to the board of health, and It Is expected that a report will be made within the next few day. A resolution was parsed for the Im provement of Seventh Btreet between Rond and Astor. A resolution for the Improvement of Commercial street be tween Eighth and Tenth streets also met with favorable uctlon. Petitions for retail liquor licenses from Peter Densel and August Erlck son were referred to the proper com mittee. A representative of Beaver lodge, I. O. O. F submitted a proposition for the purchase of the unsold portion of block 50 In the Clatsop city ceme tery for use by the order for burial purposes. The lodge offered to pay the sum of $900 for the tract and the prop position was favorably acted upon. The police committee recommended that a retail liquor license be granted to Kenney & Grlbler, an action was taken accordingly. Payment of the following claims was recommended: William Miller. $8.00. West Shore Mills, $375. Clatsop Mill, $10.32. Street superintendent, $60. George Voss, $2.75. E. McFarlan, $5.50. Foard & Stokes, 60 cents. The following report was submitted by City Attorney Smith: 'In reference to the tender made by Charles Barber In full for assessments and coats against .lots 8, 5, 6 and 7 In block 110, I beg to report that the same should not be accepted, for the reason that the tender made does not Include sufficient to pay the assessment and legal cost and charge against said lots." Upon the recommendation of the ways and means committee the re port wa adopted. An ordinance for the Improvement of the Taylor avenue crossing wa passed under a suspension of the rules. It was ordered that the contractor be al lowed thirty days In which to com plete the work, after which a penalty of $5 per day will be Imposed should the Improvement not be completed within the time provided by the ordi nance. A resolution wa passed to the effect that the street committee negotiate with the West Shore Mill Co., to furnUh light during the coming year. BIBEUIAN EXILING TO EE PRO HIBITED.
