Many republicans who are familiar
with the theory and operation of the
republican league club Idea will enter
tain serious doubts us to the v.Hdom
of the late convention In changing the
constitution so as to provide for hold
Ing Us state sessions after the regular
convention has adjourned. The sup
posed vice which the change is designed
to cure, when rightly consider d, is so
much a virtue of the state league that
it is doubtful if genera) interest in the
organisation will survive Its elimina
tion. In no state and wt-.h no pirty
ran factions be avoided. It seems al
most an es&emialit to the life of a
political party that thU shall be so. It
is a common error to ascribe these in
ternal strifes and contentions fcolely to
the distribution of the spoils or pros
pective emoluments which may arise ',

alone, and with num rous cases of the
bitterest fac;lma! dispute the gains or
possible gains of office have nothing to
do. 'This evidenced by the fact that
contention is Just as rife, indeed la ,
apt to be even more so. In minority
parties and In states where the ruling
party is so overwhelmingly strong that
there is no possible chance of the
weaker party's success. By holding the
league meeting In advance of the re
gular convention which names the field
candidates and maps out the campaign,
the various factions have an opportu
nity to measure their strenith and of
ten to harmonize their differences. The
fights thus brought on are ventilated
at a time and place when they are lia
ble to do the least harm. It has
often happened that after the
fiercest battles in the league organiza
tion . the most harmonious state con
ventions have . been held. The
weaker element Is apt to tither
surrender or compromise with the
