There are at the present Juncture two points in connection with the Transvaal war that invite special al testion and which possess for people on this side of the Atlantic a more than ordinary amount of interest. The one concerns the charges no freely made to the effect that favoritism at the war office Is responsible fur the dis couraging and humiliating mishaps that have overtaken the British forces at the very outbreak of the struggle. The other 'juestlon which is perhaps the more Important of the two, is as to the treatment that will be accorded by Geiiir.il Sir Redvers Buller to for eigners that is to Bay, men who are not I'oers who are found fighting in the ranksthe ranks of the Transvaal forces against the English. In that event there Is no doubt that h- may consider that he Is entitled by the laws of war and by Int-vnational usage to hang and shoot without even the pro cess of court mania! any non-Bors b-aring arms against the British who may fall into his hands. Ha1 the I'nited States admitted the pretensions of the Transvaal to be re garded as a full Hedged belligerent it could not und-r the provisions of the laws governing th maintenance of neu trality have ierm!ued England to con tinue the purch ise of m'Jl'w, of canrv-d provisions, etc., in this country. At the same time it would not interfere with the enlistment here of men for service with the Boers unless appeab-d to by the English authorities. But were the English diplomatic and consular authorities here to ask the I'tilted States courts to put a stop to the operations of those who are recruiting men for service in the Transvaal against the Biitlsh foro-s the Ameri can tribunals would have no uther course open x th'-m than to comply with the demand. If Sir leivrs Buller were a more conciliatory and Indulgent man than he is known to be, and In conwrjuence reluctant to adopt harsh measures to the alien alii -s of the Bi rs, a well as dlstws(-d to rr-at them :v prlsoie-rs of war, he would be virtually dcbaried from alUiwing his fi lings to influence him in the matter by the knowledge that any sue h conclusion would be in terprete.j in Europe in the light of a recognition by England that the Boers are full f'edg.-d belligerents instead of merely rebellious .-assate.
