WAKING UP AT LAST. For two years the Astorian, in al most every daily edition, has sought to irons Portland to the importance of looking after the control of the 0. R. & X. road. Files of the As torian show repotted warnings to the business men of Astoria, Port- land and Oregon that the policy which ccntrchicd the O. R. & X. : was inimical u Portland and to Oregon. Loog before the last ses sion of the Oregon legislature, the Oregonian was appealed to for help by the Astorian in procuring such preliminary legislation as would amonnt to a notice to the railroad combination that the advantage of the O. R & X.'s water level route to the sea must be reserved at all times and under all conditions for the benefit of Oregon and her sea ports. The Oregonian hooted at the ef forts of the Astorian. The pur poses of the Astorian were misrepre sented and its editor personally vili fied for his earnest endeavors to arouse public sentiment to the gravity of the situation. The editor of the Oregonian knew then as well as he knows now that the Astorian was right, but through some re straining influence he was not free to express his own honest convic tions in his paper. Whether the editor of the Oregonian lnped that the situation . would resolve itself, through the contemplated changes in the O. R. & X.'s ownership and management, more favorably to Oregon and Portland, or whether the peculiar policy he pursued in the face of the then existing condi tion and the approaching crisis: which he was in a position to un derstand much better than the Asto rian, was dictated out of other and less honorable considerations, the Astorian does not know. The fact remains, and the whole Northwest will soon be apprised of it by the chang; which must and will come in the attitude of the Oregonian, that the Astorian was right from the beginning and that the strange course of Portland's paper has cost the producers and business'men of Oregon millions of dollars and afforded the commercial enemies and rivals of Oregon the required opportunity to mature their plans and set up combinations gainst Portland and the Columbia river which may require years to overthrow. There is now no longer any con cealment cf the Union Pacific's pur- NKW YORK. It means to utterly aban don the Columbia river route the natural gateway, as Thomas Benton more than half a century ago phrased it to the Orient. The evi dent design is to use the O.R.AN.'s, low grades to carry the wheat to Portland, where buyers will get the advantage of an inland market price. and the transportation companies the additional toll on such quanti ties as they can manipulate for ex port at Saa Francisco, but Portland will be sidetracked and treated as a mere way station on the transconti nental line to the Orient. The Astorian docs not need to point out to the Oregonian the remedy for this situation. That paper knows well enough that the mere threat to take the question of the O. R. & X.'s traffic agreements to Jie legislature if, property backed Dy Portland, would procure in in stant reversal of the Union Pacific's poucy. If that great system pro poses to utilize the benefits of the 0. R. & X.'s low grade in its trans continental business, it wants to be made to understand that it shall use the O.
