The sense of direction In migratory birds Is as marvelous as it Is mysteri ous. The familiar inhabitants of our dooryard martin boxes return the next year to these same boxes, though meanwhile tbey have visited Brazil. Of the banks in the state having deposits of more than a million dol lars, the two Pendleton banks and tbe First National Rank of Baker are among the first four. The nirthvest is going after the tourist, that part of the American pur lie which tpends $700,0.0,000 each year for Its vacation. As yet, with the greatest combina tion of attractions and the fines, summer climate In America, the Pa cific northweit has received very lit tle of that money. Attractions of Washington, British Columbia and Oregon have never been placed before the public as "one tour." We have made the mistake of allowing each community to do Its own advertising for its own individ ual attraction. The result has been a lot of wasted money and effort. We aid not pos sess the agencies for distributing our Hteratura so that it would reach the right hand. We had no representa tives in tbe centers of travel. No one community has had the money to ad vertise Its attraction on a large scale. As a matter of fact, a few men in each Oregon community have done the advertising. The few men sub scribed the money that was spent. But It Is now generally conceded that the tourist dollar benefits every indi vidual. The farmer gets a large piece of It because the tourist buys farm produce done up as meals wherever he is. He buys something of every thing that Oregon has to sell, inclu sive of much labor. That being true, It Is right that every citizen should bear his proper proportion of the cost of attracting the tourist here. But that propor tion could never be maintained through a subscription list, so the right way is for the state legislature to provide the necessary money and to create a commission to work with out pay In looking after Its expendi ture. The money should be pooled with similar amounts from Washing ton and British Columbia, and It w ould be the duty of the Oregon com mission to see that Oregon secured Its equal amount of advertising and service. In brief, that Is the plan for organ izing the North Pacofic Coast Tourist Association, now being prosecuted by representatives of the commercial or ganizations of the three districts. Oregon representatives will ask the legislature for $25,000 per year for two years. Washington will give a similar sum, and British Columbia a somewhat smaller amount. Then the association will open eastern headquarters, in charge of well-informed persons, and will begin a campaign to sell vacations In the northwest. It is the only sensible plan that has ever been worked out for getting the tourist. It has been proven feasible by California, Colorado and Switzer land. California makes a tax levy to support her tourist bureau, and she gets $200,000,000 every year from vacationists. Callfornians admit that their state has nothing In a scenic way that is comparablo to Oregon and Washing ton attractions and that our summer John 3. Wimer, candidate for city recorder.
