Report Land Loan The committee appointed by a re cent meeting of interested citizens of the valley to confer with the fed eral land hoard, which passed through here recently, reported as follows upon their conclusions con cerning the local situation after con ference with the federal board: Small I'nits Fuvored, As to adaptability of the larger or county unit as against the a smaller county unit such as the school dis trict., etc., the prevailing opinion seemed to he that while the county units might in some instances he started at first, yet that the size of the unit should be smaller, based on: 1. Community intterests, such as nationality as a German or Swedish settlement. 2. Local interests, such as fruit growers of Griffin Creek or alfalfa men of Central Point, or stoekmen of Applegate. On Orchard Values. As to Increased size of loan that might be allowed on land In orchard because of that fact, the board con siders an orchard as similar to any crop and in nowise a part of the land value, nor do they deem It to be an Improvement upon which 20 per cent could be loaned. The only crumb of comfort is the intimation that the in come taken from the land would be considered as a chief factor in esti mating the value of the land. I 'elation of Illicit bin. As to irrigation in relation to loan values, it was the opinion of the board that It would be precluded from making loans on government projects, such as the Klamath proj ect, and they proposed having con gress enact legislation allowing its own lien for water to become second to any farm loans made. On the other hand, the purchase of water from private sources, such as locally from the Rogue River Ca nal Company, was deemed to In no way affect loans, but if it Increased the income of the land It would in crease the value of the land for loan purposes and make possible a larger loan than otherwise. Loans Made Conservatively. It seems to he the consensus of opinion that these lorv.s would be made very conservatively and that it would likely result in second mort gages running for a shorter time be ing placed by banks and individuals. In fact, Massachusetts is amending her state loan law so as to loan in this way. Thus a piece of land worth $210 mirht have a forty-year farm loan and a second mortgage running five or ten years, the security for which would be growing better each year as the principal of the govern ment loan was paid along with the interest. It was also the impression gained by your committee that while the local loan committee would be quite a large factor, yet that the conserva tive influence of the local loan asso ciation having to indorse all loans, the 10 per cent liability of each bor rower for the other fellows' loans and the rigid inspection of appraisers of the land bank Itself would all tend toward quite conservative loans. Immediate Effects. As to whether or not the Immedi ate effects will be felt In this valley, the committee is divided, some hav ing in mind the requirements of state school and savings funds, looking for refunding of these, and the more con servative private loans, thus indirect ly benefitting the valley. Others, having in view the fact that the loans are all, as it were, indorsed by the whole neighborhood, believe that the indorsement of the local association plus the pledge of 10 per cent of the amount of each borrower's loan and the various safeguards, will make for the loaning of money under at least as favorable terms as are now possi ble. Therefcre, while the district hanks will probably not be organized until after the new year, the committee suggests the starting of the prelim inary work, and to that end make the following recommendation: Proposed Districts. That the county he divided for the present into the following districts: 1. Eagle Point, north and east, including upper Rogue river, Butte creek. 2. Sams valley, Gold Hill and con tiguous territory. 3. Applegate and tributaries. 4. Ashland and vicinity. 5. Talent and vicinity. C. East of Phoenix and along Bear creek and southeast of Medford. 7. West of Phoenix, southwest .Medford to be called Griffin creek. 8. West of Central Point, includ ing northwest of Medford, etc., as Willow Springs. 9. Central Point and vicinity. 10. Bear creek and east of Cen tral Toint to Cticky. That a committee of one be ap pointed in each district to hasten this work by securing the co-operation of his neighbors. That after the petitions are all prepared and prior to their being sent in to the district land bank for action, that a joint meeting of the representatives of these several pro posed local units meet to go over boundaries in detail to ascertain what, if any, changes are needed to make them successful, as it can be done easier before a charter is grant ed the local organization. Sells-Floto Circus Medford This Week The Sells-Floto Circus, Champion Shows of the World, Is to be at Med ford Thursday, September 28, thus affording everyone an opportunity of seeing what has been admitted to be one of the greatest amusement aggre gations ever organied. There is no show in this country that has won for itself a reputation for merit and care of its patrons as has the Sells Floto circus. It ranks in magnitude with the very largest and tours the country on its own four trains of double length cars. Nearly 1,000 men and women and 400 horses are required to give the performances that are given twice daily in the "big top.". If you haven't been there you have missed a good meal. Unquestion ably there are no two men more prominently in the eyes of the sport ing world than Wlllard and Gotch at the present time, and their associa tion with the Sells-Floto Circus, Champion Shows of the World, has attracted 'Wide attention. On the morning of the circus, at 10:;!0 o'clock, a gala free street pa rade will be given, and even if you do not intend witnessing the perform ance you should not miss this mighty street pageant, for it will be the greatest street demonstration ever seen in the valley. Two performances will be given. The afternoon per formance at 2.15 and the evening performance at 8:15. Before tho regular performance takes place, an hour's time will be given in which patrons of the Sells-Floto Circus may visit the menagerie, with its great herds of elephants, its playful, mis chievous monkeys, its camels, horned lorses, yaks, zebras, Hons and tigers and all the other wondrous animals that have been gathered from tho ends of the earth. Especially for the children is attention cnlled to Toy land, where, surrounded by the be loved figures of Mother Goobo rhyme, the babies of the circus await the ac quaintance of the babies of human ity. Babies of the animal kingdom In its every branch are there, from baby kid glove goats, from far off France, to the baby Hons from Afri ca and the bnby elephants from India all as glad to see the children as the children will be to see them. Special low rate excursions will be run on all lines of travel. For in formation regarding special railroad fares and time of trains, inquire of your local railroad ticket agent.
