The city is now pay- ing six per cent Interest on $45,000 j optional bonds which may be paid at j any time. If these can be refunded Into a bond bearing a lower rate il j is good business to do so. j The state of the municipal bond I market especially good at this time. High-grade municipal bonds, such as our refunding bonds would be. should bring par for a four and one-half per cent twenty-five-year bond, and If of fered for bids no doubt would bring that and the purchaser would supply the blank bonds necessary without cost. It is possible, under the pres ent brisk demand for municipals, that a small premium might be offered even for a four and one-half per cent bond. Therefore it Reems to the Tidings that It would be good business for the city to advertise to bond houses that it proposed to refund forty-five thou sand of Ashland bonds into a new twenty-five-year Issue and ask the lowest rate at which any of them would be willing to take the new Issue at par. These bids can bo secured before the election is held and a con tingent contract entered Into with the lowest bidder so that citizens may be fully apprised of the rate at the time they vote. , We think It highly advantageous to the city to refund the proposed issues and should favor such a move. REPUBLICAN ORGANIZATION. The Tidings freely confesses It thinks little of the Cannon and Bur ton type of republicanism. That type represents "czar rule" In party or ganization and control as well as In dominating congressional action. It stands for "hidden hand" and "Invis ible government" rule. That type represents about 20 per cent of the republican party. We can see no reason why 80 per cent of a party should supinely give way to arbitrary control by a 20 per cent minority. In the United States over 80 per cent of republican voters are of the pro gressive type. Why should they give way to the dominating Influence of the 20 per cent In the nominating con vention? The progressives should go Into the primaries and choose presi dential electors and put men on the national republican committee who represent their party sentiments. There Is absolutely no reason why an 80 per cent majority should allow a 20 per cent minority to control and prostitute the republican organiza tion. There will be absolutely no com promlse'of republican differences and no party unity so long as the organ ization Is In the hands of the reaction ary element. Republicans can see lit tle advantage In so-called republican reactionary domination over demo cratic domination. Both look aliko to them. Nelth represents the pro gressive Idea of republicanism. Pro gressives simply Insist that the repub lican party shall be dominated and controlled by the voting units that constitute It. not by a few self-appointed political bosses who find more profit In giving their time to party control than employing It In commer cial pursuits. Unfortunately the reactionary ele ment of the republican party are In control of the party organization In Jackson county. More than 80 per cent of the republican voting strength In Jackson county Is progressive. If there is to be a party organization wby should not the progressive ele ment of the party dominate it? MICH INTEREST AliROAl), The following from East Hill Road, East Milton, Mass., shows that the southern Oregon attractions are gain ing wide attention all over the United States. The letter reads: "I shall be In Oregon In July and wish to visit the Marble Halls of Ore gon as well as Ashland's llthla springs. I want to know the name of the best hotel In Ashland and a full description of the trip to the caves, the length of time to make the trip and the amount of walking neces sary. Can you give me this informa tion?" We answered the Hotel Oregon is the best in southern Oregon. The trip to the caves can be made easily going to the foot of the mountain from Ashland one afternoon In about three hours, then taking pack horse the next day, doing the caves and returning to the foot of the mountain, and from there by auto to Ashland in the evening. In our reply we have anticipated the completion of the Oregon before July and have stated what it will be, the best In southern Oregon, Just as though it already was. We fully real ize that in doing so we lay ourselves open to criticism from supercilious newspapers, to the charge that we are advertising what we have not, the hotel already completed. We hope, however, this time to escape the charge of lying In our literature. AX INDEPENDENT NEWSPAPER. A partisan newspaper Is expected always to represent the views and de sires of its party organization, right or wrong. An Independent paper claims no such obligation. Its duty rather Is to represent its reading con stituency against wrongful aggression by all party organizations. When either party organization, or all party organizations, fail to champion the Interest of the taxpayer, It is the duty of an Independent newspaper to insist that such organization right the wrong and conform in its manipula tion to wholesome public policy. That is a great responsibility. An Inde pendent republican paper should stand for party principles, but not necessarily for corrupt party control. The tendency of party organization for many years back has been toward boss rule. Party expendlency has been the ruling thought, and expedi ency with the boss has meant not more or less than party success. Thousands of men make partisanship and political manipulation a business give all their time and thought to It and rise to party power only be cause the average man turns his at tention to commercial pursuits and has not the time to give to the politi cal game. The party boss plays poli tico every hour of every day and usually manipulates bo that his time will be well paid for. As a rule be is not himself an officeseeker, be cause experience has convinced him that it is more profitable to pull the strings on those in office' than to have the place himself. Consequent ly, extravagant and wasteful govern ment and high taxes are more the result of "hidden" political manipu lation than direct corruption or dere liction on the part of the official in cumbent. It is a brave official who will defy the political boss who can destroy his political chances at will. The Ashland Tidings is an inde pendent republican paper. That is, it advocates republican principles al ways, and party organization and candidates only when such organiza tion stands for those principles and its candidates are truly representa tive of the best policies of the party. When the organization ceases to rep resent republican principles and goes out for pelf and spoils it is the duty of every republican to rebuke It even though by so doing the party falls in Its supremacy. Better have the par ty defeated than corrupted. When candidates are nominated more likely to respond to the boss than the peo ple, they should be defeated. But, it is better to make the fight for clean domination within the party whenever that is possible. There fore, the first fight should be always In the primary. Machine domination Is always and eternally dangerous. Politicians do not manipulate for principle when by so doing they may lose the pap. Machines are built up and maintained on spoils. The spoils system Is expensive to the taxpayer and does not produce efficient gov ernment. Under the Oregon system the rank and file of a party may dominate if proper attention ia given to registra tion and Toting at the party pri maries. At the primaries candidates are nominated and party committee men elected. Those who believe in party organization should attend the primaries and see that proper candi dates are nominated and county com mitteemen elected who will hold party principle above greed and graft. Tomorrow Is the last day for regis tration. In another column we print a map showing the precincts and a list of the registrars for each dis trict. Look at the map and see what precinct you are In and where to register. Then go and register TO DAY. IT IS THE LAST CHANCE BEFORE THE PRIMARIES. If It were not for the international crises the good things that are being said about Mr. Brandeis would prove extremely Interesting to the public.
