Mr. White of Kan Ras is a well-known phrasemaker. There are times when, in his desire to make good phrases, he sacrifices nense to sound. His present .state ment illustrates the point. What will it profit the American people if they are given many things as justice and yet be denied pros perity? Of what value will it be to them to know that business has been legislated out of existence In the name of Justice if they are denied employment at good wages, if the larder ia empty, if their families are In want? Justice can only be meted out to the people of the United States with prosperity in full swing. The re sources of this nation are so great, the workmanship of the people is so fine and the average intelligence is so high that the people have every right to be prosperous. No political party would be able to live a day if it placed the dollar above human rights. But an effort to restore prosperity is not Inconsis tent with moral improvement. The Kansas phrasemaker, when he sneers at the general desire for a complete restoration of prosperity, merely makes capital for the republi can party. THE VALUE OF (JOOI) ROA11S. The European war should teach the people of the United States a les son most us will be prone to over look. It is to get busy and put through a comprehensive scheme of improving' our highways. Half the efficiency of Germany has been due to the best system of roads the world has ever known. In the event that the United States should ever be In vaded there is little likelihood that there would be any war upon the soil of tho middle west, but the need of good highways Tor the transporta tion of troops and foodstuffs would bo as apparent from the first month of the war as it has been apparent all over Europe during the paHt year. Such an eventuality is possible, ac cording to the judgment of the most intelligent Americans of all vocations living today. Transportation of troops, munitions of war and food stuffs in minimum time and at maxi mum speed across the middle west by. rail, auto ana wagon may save this nation from a great peril in the not remote future. Look ahead. "Most men, I think, can not work under a commission," said Major- General George W. Goethals, guilder of tho Panama canal, In the course of an informal talk at a smoker held In his honor by Portland engineering societies at the Benson Hotel Wed nesday night. "Every successful organization, I don't care what it Is," he went on, "must have a head who is absolutely in control. If he does not make good, waste no time in cutting off his head. But when a man is trying to work under five or six or seven commis sioners, there is bound to be trou ble." General Goethals was discussing the organization by which the build ing of the Panama canal was accom plished. Ills remarks were regarded by some present apropos of the Portland city administration. "A commission," went on the Gen eral, "either will be dominated by one man who imposes his stronger personality on the others and be comes the real head, or if there is no such personality on the commission, there will be a weaker organization with six or seven heads. A commis sion is a good deal like a board. In the army we think of a board as a long, narrow piece of wood." General Goethals said that his pre decessors in charge of the canal work had been greatly handicapped by the canal commission then In control, and that even he, with a military rank that made him superior to any member of the commission and with the whole army organization behind him, had some difficulty at first be cause of the interference of the com mission. This was not eliminated, he said, until President Roosevelt took things in his own hands after congress had refused to act and eliminated the commission. Then it became possi ble to get results. The general said that the Canal Zone government is now working to depopulate the Canal Zone. "There is little land of agricul tural value in the zone," he ex plained, "and the natives are gener ally hostile to American administra tion. They have become more so since they have found they could not milk the American Panama canal cow as they milked the old French company. "They do not understand us, and the best solution seems to be to de populate the zone of all except the canal operating force and the mili tary. This will make not only tho administration but problems of sani tation easier. We are working to that end now." He said that he had been emphatic in his recommendation that his suc cessors as governors of the Panama Canal Zone, which includes director ship of the canal, should have abso lute authority, and that congress had acceded to this view, but had de clined to adopt the further reconv mendation that the governor should be an engineer. "It is distinctly an engineer's Job," said General Goethals, but he added humorously: "Some congress men were not willing to take the stand that a defunct member of con gress should not be permitted to have the job, if he can induce the presi dent to appoint him." He summed up his views as to the Importance of one-man authority with the remark that the governor should be given full authority, "and if it is plain after a reasonable time that he has not the ability to handle the situation his bead should be lopped off at once." Don't do work unworthy of you if you can avoid it. Don't say "I am a gentleman;; it Is never necessary. . Be loyal to death to those who have befriended you. When you assist the needy, don't do it ostentatiously. Silence is the best weapon to use against a vulgar and spiteful tongue. In ninety-nine cases In a hundred the man you wish dead outlives you. Don't introduce a, lady's name where you wouldn't introduce the lady. Don't count much on friendships formed in cafes. They never turn out well. Remember impertinence isn't wit, any more than insolence is brilliancy. If young men will not believe in themselves, no man or woman can believe in them. Don't indulge In the luxury of strong opinions in the presence of your elders and betters. If you haven't tho moral courage to laugh at srieerers, then you are another of nature's mistaken. Don't talk about what you are go ing to do, then, if you fail to accom plish It, nobody will know. If you learn that people say spite ful, wicked things about you, and untruthful things at that, be silent. It is not an elabo rate attempt at politeness that true gentility consists, it is the simple homely expression of the genuine feelings of welfare of others. Our company politeness Is generally su perficial, because we are little or nothing to those we try to be polite to; but if we are Interested In those at home and are anxious to make their lives pleasanter, we will en deavor to give expression to that In terest, and in doing that we will be doing a really polite thing, for such things can not be expressed in an im polite way. Some interest has been excited by a recent petition sent to the navy department, that fist fighting be per mitted the students in naval schools in settling personal disputes, as a means of promoting manliness. . There are a large number of peo ple who believe at least that boys of school age should settle their own disputes with their fists. One man who has raised up a good sized fam ily with a kindly hand, says that when ho heard his boy complain that he got a licking from some other urchin, he would give his son still another, to teach him to fight better next time. But in mature life the trouble with physical combat Is that It does not settle the Justice of disputes. The big man, heavy in beef and brut al In muscle, becomes too arrogant. The fact that a man is puny of stat ure does not mean that be has no Justice In his cause. If he must suffer not merely the original wrong, but a licking in the attempt to right it, his Iobs Is Indeed hard. As the principle of arbitration spreads, the power of the fist diminishes.
