Fish Screen Receives
State Approbation
The contribution of a Gold Hill In
ventor to the protection of fish from
the ravages wrought by irrigation
ditch intakes has received the official
approbation of the state game and
fish commission. The Kell fish
screen, invented and patented by
Charles Kell, a blacksmith of Gold
Hill, will now fulfill Its mission of
preserving the splendid trout fishing
of Oregon and other states. At a
recent meeting of the commission the
successful device was adopted as an
officially approved type of fish
screen.
Several weeks ago, following the
action of the commission, district
game warden Sam L. Sandry received
instruction to procure a 3 -foot Kell
screen and proceed to Hood River,
installing the screen at that point as
a free object lesson by the state. It
was accordingly Installed and is now
giving most satisfactory service. Or
ders have been received by Messrs.
Kell and Reed of Gold Hill, who are
associated in the manufacture of the
screen, from various parts of the
state.
It is claimed by the inventor, and
borne out by the state tests, that the
Kell screen is the answer to a demand
Tor some practical method of pre
venting the passage of fish through
Irrigation and power ditches without
impairing the efficiency of the flow,
Every conceivable test was made in
attempts to clog the screen under
working conditons.l but the current
ran smoothly on and the obstructions
were carried easily over the cylin
der. When the mating urge calls the
steelhead and other trout up the
smaller streams they run almost
blindly and will follow any water
course that will give fin room. Many
pass to the irrigation and power
ditches and are left to rot upon the
fields. If successful in spawning un
der other unavoidable conditions
their progeny never reach the main
stream or mature. To stop this waste
of a valuable food supply and to per
petuate the thrill of "a big one"
hooked in swift water the Kell fish
screen came Into being.
