I WJE SIX ASHLAND TIDINGS Monday, Jane 8, 1014 NOTICE OF SPECIAL CITY ELECTION. Recorder's Orflce, Ashland, Oregon, May 25, 1914. Notice is hereby given that on the 22nd day ot May, 1914, an Initia tive Petition was regularly filed with the City Recorder of Ashland, Ore eon, demanding that there bo submitted to the legal voters of said city, for their approval-or rejection, the hereinbelow proposed ordinance, and the Recorder has duly verified the number and genuineness of the signa tures to said petition and found the same to be in proper form and to con win more than 15 per cent of the votes cast for Mayor at the city election held December 17 1912. Said petition was duly presented to the Common Council of the city of Ashland, Oregon, at a regular adjourned meeting, held on the 22nd day of May, 1914, and there was then duly passed a reso lution in pursuance of said Initiative Petition and call and in pursuance of the ordinances of the city of Ashland and the General Laws of the state of Oregon, whereby said City Council did by unanimous vote, with the approval of the Mayor, call a special election to be held on the 9th day of June, 1914, for the purpose of submitting to the legal voters of the city of Ashland, Oregon, for their approval or rejection on the 9th day of June, 1914, the hereby proposed ordinance. And notice fs hereby given in pursuance of the foregoing premises that a special election will be held for the purpose of submitting to the legal voters of the city of Ashland for their approval or rejection, on the Sth day of June, 1914, the following proposed ordinance: ORDINANCE NO. An ordinance proving for tlie Issuance of auxiliary water bonds of the city of Ahtilaml. Oregon, in the sum of one hundred and seventy-five thousand ($175,000.00) dollars, for the purpose of construct ins;, build ing and installing an auxiliary municipal water system to be owned by the city of Ashland, Oregon, and to be oierated by said city or by any board or. boards of commissioners that may hereafter be ei-eated for such purpose; to extend pipe lines from any spring or springs or other wator supply, either within or without the incoriorate limits of said city and to any ixrints or places in or about said city, and to pur chase all water rights, rights of way, land, equipment, material, labor and supplies necessary thereto. The People of the City of Asniand do Ordain as Follows: SECTION 1. That there are hereby authorized to be Issued the bonds of the city of Ashland, Oregon, to the amount of one hundred and seventy-five thou sand ($175,000.00) dollars, in denominations of one thousand ($1,000.00) dollars, numbered consecutively from one to one hundred and seventy-five, r-oth Inclusive, and to be known as "Auxiliary Water Bonds." Said bonds ehall be dated the first day of July, 1914, and shall be signed by the Mayor end countersigned by the Recorder, and shall bear Interest evidenced by coupons attached thereto at the rate of five (fc) per cent per annum, pay Abie semi-annually, and both principal and interest of said bonds shall be paid at the City Treasurer's office in the city of Ashiand. Oregon. SECTION 2. Such auxiliary water bonds shall mature in forty-five years from the date thereof; provided, that the first twenty-five of such bonds, numbered from one to twenty-five, both inclusive, shall each be redeemable at the option of the city of Ashland, upon the payment of the face value thereof vith accrued Interest to date of payment at any semi-annual coupon paying iterlod, at or after ten years from the date thereof; that the next twenty live of Bald bonds numbered from twenty-six to fifty, both inclusive, shall each be redeemable at the option of the city of Ashland, upon the payment of the face value thereof with accrued interest to date of payment at any semi-annual coupon-paying period, at or after fifteen years from the date thereof; that the next twenty-five of said bonds, numbered from fifty-one to seventy-five, both Inclusive, shall each be redeemable at the option of the city of Ashland, upon the payment of the face value thereof with accrued Interest at the date of payment at any semi-annual coupon-paying period, at or after twenty years from the date thereof; that the next twenty five of said bonds numbered from seventy-six to one hundred, both inclu sive, shall each be redeemable at the option of the city of Ashland, upon the payment of the face value thereof with accrued interest to date of pay ment at any semi-annual coupon-paying period, at or after twenty-five years from the date thereof; that the next twenty-five of said bonds numbered from one hundred and one to one hundred and twenty-five, both Inclusive. nhall each be redeemable at the option of the city of Ashland, upon the pay ment ot the face value thereof, with accrued interest to date of payment at any semi-annual coupon-paying period, at or after thirty years; that the next twenty-five of said bonds, numbered from one hundred and twenty-six to one hundred and fifty, both inclusive, shall each be redeemable at the option of the city of Ashland, upon the payment of the face value thereof. with accrued interest to date of payment at any semi-annual coupon-paying period, at or aiter thirty-rive years; that the next twenty-five of said bonds, numbered from one hundred and fifty-one to one hundred and seventy-five, both Inclusive, shall be redeemable at the option of the city of Ashland npon the payment of the face value thereof with accrued Interest to date of payment at any semi-annual coupon-paying period at or after forty years and before forty-five years from the date thereof. And notice stating that certain bonds are to be taken up and canceled, and that the Interest thereon Ehall cease at the interest-paying period next following, shall be published In a newspaper printed and published and of general circulation In Jackson county, Oregon, not less than three times during the month preceding said Mimi-annual coupon-paying period, and after the said semi-annual coupon- paying period, iuterest upon the bonds designated in said notice shall cease. SECTION 3. No 11,000.00 Know all men by these presents, That the city of Ashland, in the county of Jackson, state of Oregon, for value received hereby agrees and promises to pay the bearer the sum of One Thousand ($1,000.00) Dollars in gold coin of the United States of America, on the presentation and surrender of thiH obligation on the 1st day of July, 1959, without grace, with Interest thereon from the date hereof until redeemable at the rate of five (5) per ucnt per annum, payable semi-annually, in like gold coin on the 1st day of July and Jauuary of each year on the presentation and surrender of the proper coupon hereto annexed. Principal and Interest payable at the office of the Treasurer of the city of Ashland, Oregon. The authority for such Issue Is derived from Section 3 of Article VII of the Charter of said city, and is In compliance with the majority vote of the electors of said city at a special election duly called and held on the 9th day of June, 1914. And It is hereby recited and certified that all the acts, conditions and tilngs required to be done precedent to and in the Issuing of this bond uocesiary to make the tame legal and valid have been properly done, hap ned and been performed in regular and in due form and time as required by law, and that the total indebtedness of said city of Ashland, Including this Issue of bonds, does not exceed the limit prescribed by law. The dates have been definitely arranged with practi cally all the speakers and amuse ment people, and within a few days replies are expected for the unfilled dates. The entire program is almost ready for the printer and by the first of next week will be placed in the hands of the printer. The program this year promises to be one of the most entertaining and instructive ever presented to the peo ple and embraces every form of edu cational entertainment, including some of the foremost platform lec turers in the world. The capacity of the camping facili ties will probably be taxed to full ca pacity. Already President Billings is being asked for reservations and he expects before the first of the month to have the camping grounds well as signed. Those who desire to secure camping sites should make their in tentions known as soon as possible. The Chicago Glee Club, to appear July 7 and 8, is one of the finest of Us kind on the Chautauqua and lyce um circuits. As a male quartet the club remains unsurpassed. The per sonnel has been unchanged In thir teen consecutive seasons. They have introduced the trombone quartet. The trombone is "king" of wind instru ments and the effect of the four, as played by these artists, is a revela tion of sweet tonal quality and organ like volume. Such selections as the Pilgrims' Chorus from Tannhauser by Wagner, the quartet from Rigolette by Verdi and the March Militaire by Schubert appeal to the most critical, while lighter selections lend a desir able variety. Mr. Dixon, one of the club, is a reader of great ability. Al' his character impersonations are pre sente din makeups. His types are taken from life wholesome, refresh ing, real, never overdrawn or exager- ated. Another of the high-grade musical attractions to appear in the coming Chautauqua assembly is the Castle Square Entertainers, July 15. Their repertoire is extensive, and comprises selections which have won favor from musical critics and from popular au diences. A number of humorous songs, full of life and action, enliven their program, which Is replete with quartets, duos, trios, solos, whistling solos, readings, Irish monologues, etc., making a great variety of enter taining specialty features. The com pany comprises a first-class popular male quartet, each one a sollst well schooled In dramatic art, an enter taining reader, a superb whistling soloist, and Irish monologlst and two pianists, so they are prepared to build a p'ogram of unusual variety and Interest. Mr. Wardoll, the reader, Is equally at homo In the dramatic fire of "The Witch Song" or in the rapid humor of "Sofle Jackowbowski," and the dash and sparkle of his humorous work Is unusually effective. Mr. Thornburg presents an attractive novelty In his whistling solos. He Is a thoroughly educated musician and has arranged some of the numbers presented by the company. Mr. Hum phrey, bb tenor soloist, does some especially goofl work In his well chosen selections, rendered with care ful attention to the dramatic side of the singer's art. Mr. Grant, the basso, has a splendid voice and a de lightfully entertaining Irish brouge, both of which he uses with great ef fect In his dashing monologue of Irish folk songs and witticisms, and never fails to arouse enthusiasm. The Cas tle Square Entertainers, on account of their great versatility, are particu larly well adapted to Chautauqua work. Their reperjoire fs sufficient for a week, without repeating a num ber. In Paris soft collars 'are fashionable for men, and how pretty they will look when they get to wearing Dutch necks. Northbound. .
