With that freedom from the galling restraint of a strict regard for truth which characterizes its campaign articles, the Democratic 'Time« classes the Tidings with Republican organs. This is done, of course, with the purpose of creating the impression that our criticisms or comments upon the nominees who ask the suffrage of the people in the next election will be actuated by a partisan interest. That such is not the case we be­ lieve our readers will agree with us by the time the campaign is over. We have no personal in­ terests at stake in the election of any candidate to any office, nor in the «uceesE of any ticket. So ’far as the election of county officers is concerned, we hold the view that qualification for the duties of the position is the test that the voter should apply. We cannot see wherein the principles of either of the great political parties is at stake (excepting the principle of the “loaves ana fishes,” which is common to the two parties). If any one will convince us that the mere fact of a candidate for elec­ tion to any county position being a Republican or a Democrat, will influence in any degree his effi­ ciency in the discharge of the du­ ties imposed upon him by the county, then we shall not hesitate to advocate the voting of the straight ticket which insures com­ petency on the part of all its nominees* But until we are con­ vinced of the truth of such a prop­ osition, we shall continue to ad­ vocate the election of the man we may believe best fitted for office, regardless of the way he may cast his vote iu an election in which the principles of the political par­ ties are really at stake. Our po­ sition is simply this: If you believe the nominee of your own party for a county office would not serve the countv •/ as well as some other nominee, if you believe he is un­ worthy your support and the sup­ port of your party, you will be following your own interests and the interests of your neighbors in scratching the objectionable nom­ inee and voting for the more worthy. And you can not violate your party principles in the least, for the true principles of the na­ tional parties are not at stake. Such is our position, and the inde­ pendence which it demands is the only safeguard against the election of incompetent or unworthy men to office simply because they have been nominated by one party or the other. San Francisco city political waters are in violent agitation. The Board of Supervisors has im­ peached Mayor Kalloch. The charges against him are that he has by his incendiary speeches en­ dangered the welfare and prosperity of the city and injured its reputa­ tion abroad; that he has encour­ aged the lawless elenieut in their disrespect for law and order, and that as an officer he is dangerous to the peace of the city,and should be removed from office. The deficiency appropriation bill, with the elections law rider attached, was vetoed by the Presi­ dent last week.
