TJ1E ASHLAND FRIDAY.. “ATÆSLVG” TIDINGS ..DECEMBER 19,1879. VAIL CONTRACTS. Very few who follow the mail contract business to any extent do with tbe expectation of making money by simply carrying the mails and receiving the pay as i specified in the original contract. ‘ This is too tedious a road for tune for any government contrac tor. By it he could hardly hope to reap more profit than would be expected from a private business in which the same amount of capi- ' tai, labor and risks are required, ■ and by common consent any man is a fool who cannot manipulate a ' government contract to better ad-: vantage than a contract with pri vate parties. The routes upon which the mail is carried bv horses ami stage coaches are called ‘*star routes,” and for the service upon these routes an appropriation of ¿5.900.- 000 was made tor the current fis cal year. The Postmaster Gener al now informs the House of Rep- reaentativt s that the appropriation haa already been exhausied, and that unless $2,000,000 ¡nlditioual be voted before the holiday?, the star service will have to be discon tinued. The deficiency is startling, and has provoked inquiry by I which it is developed (hat the “nursing” business has attained alarming proportions. But one- half the fiscal year has expired, yet the appropriation for the en tire year lias been exhausted. This seems remarkable, but the reason is perfectly plain to those who have watched the business. In very many cases, in order to ob tain the contracts, apt culators take them at a figure lower than the mails can be carried for without loss; but the contractor under stands his business, and taking the contract is but a small part of it. He soon discovers that there should be an increase of service on his route or that the schedule time should be lessened, and th*-n his friend in Congress sees thai for thu additional service allowed, the contractor receives fouror five time 8 as much pay as the rare of the original contract would give. As sistant Postmaster General Brady says that members of Congress pressed for additional services on various routes, and he yielded, un til the appropriation made for one year has been exhausted in six months. An illustration of the “nursing” process is given in the following from the New York Times: In 1878, the Department, after adver tisement, awarded to V. W. Parker the route from Vinita, Indian Territory, to Vegas, New Mexico, a distance of 725 miles, the service to be performed once a week, and the distance to be made in ten days. The price was #6,330 per annum, ■o that in 240 hours the mail had to be carried at the rate of three miles per hour. This route was sub-let’ in July, 1878, to J. W. Parker, and on Novem ber 9, 1878, two trips a week were or- drered, and the pay was raised to $12,- 660 per year. December 23d, 1878, the speed was increased to four and one-half miles per hour, or seven days running time, and $34,846 per annum additional was allowed. Again, in the same month, for serving the mail to six small offices situated a short distance from the regu lar route, an extra amount of §1,527 was allowed. Subsequently the order of November 9th was changed, and §15,715 a year instead of §12,660 was allowed, and the order of December 22d, allowing $34,846 was changed, and §40,429 a year was allowed for increased speed. Again, the distance was claimed to be 810 miles instead of 725, and more days’ running time was allowed, and the service was increased to seven times a week, and §86,052 additional per year allowed. Thus this contract was worked up and nursed from §6,320, bid at the regular competitive letting, till it now costs about §150,000 a year. bo Asblaud Lodai* No. 189,1. 0. G. T. Keefer, of Ohio, said that compe tent men coulil not be hail in his state at such a salary.
