Those \vho attended the celebra tion in Ashland were treated to an oration entirely above com|;..r- i.wii with the ordinary biincome speeches of the day- In substance ....................... finish and delivery ’ it v ns i worthy the nnme oration, For a little more than an hour Prof. Ro_u rs held the mitlairgmn attention ami interest of his amlienee tipou the theme which he had chosen— “Our Preeminence as a nation. ’ AVe should be gl;id to Live a full report of the oration, but our space «mil notes will only allow us to furnish a brief outline: The speaker introduced his sub ject with the statement that we have inherited the accumulated wealth of past ages—of sixty cen turies—their iiivent:ons, practical methods, results of flier research es, their scientific attainments and experiences. From each of the great nations and peoples of the ages gone we have had the privi lege of selecting what was best and most perfect in their sciences, arts, religion and language. Com bining the excellencies and avoid ing the impcifectiuns of these na tions and pt oples, we can but be as a nation tar in advai ee of any of them. For natural advantages our possessions arc second to none. Our territory, is new, rich, vast and varied. l he stars and stripes float in the icy wind from the.fro zen land of the north and in the languid zephyrs of the torrid /one. Taught by (he experiences ot the old world, we have, as it were, a new planet on which to improve ypon rhe elforts of the past, l he lessons which the nations of o’d learned by bitter ami eostlv expe rience we learn as a chi il from the pages of their history. In our veins as a people combine am! CO use the vital forces of the l>e-t raees. We a>'c a survival and union of the fittest. The strength and viiior of the Roman, the reline- ment and delicacy ct the Greek, tlie breadth and endurance of the Teuton, the fire and wit of the Gaul, the devotion of the Hebrew, are combining in us and f rmn » > «r , ft « • national character rounded and balanced. Our ruling ideas art* most worthy and inspiring, A nation to be great must be com posed of great men, and great men are nurtured and developed by be- iug ted upon grand ideas and thoughts. Our national ideas ol liberty, independence and human ity will build up strong, noble characters, and place us as a peo ple upon a high plane and an en- durinir foundation. Our iorm ot govermm lit is the best. Avoiding the imperfections, it possesses the excellencies ot till other plans ot nationality. In many things we are ahead of most ot the mitions of the world, notably in education amt in our ideas ami habits of tem perance. The Sujiervising Inspector General at Washington has agreed with Inspector llemis in the decision absolving Capt. Car roll from blame in the Great Republic disaster. The wheat crop of Southern Ohio and Indiana, which is about all harvested, is one of the finest ever raised in that sec tion. In many places it will average nearly forty bushels to the acre. .John II. Burke, in behalf of himself and ail other Consolidated Virginia stockholders, has begun suit to recover 81,000.001) from James C. Flood, tlie Pacific Refine y and Bullion Exchange and the executors of the estate of W. S. O'Brien, deceased. This suit has the ef fect of tying up the estate of O Brien, which was about to be distributed and is similar in principle to those now pend ing, making four suits now before the courts, aggregating 841,444,000. S. marshals in lhe absence of appropriations tor their fees, Ch’n Atkins and others ot the Democratic committee on appro priation- say that it marshals go forward and perform the ordinary duties of their office, there will be no difficulty in securing the prompt passage ot a deficiency bill tor their reiiet next December. All mar shals can procure suflieient money to carry them through, and the only question remaining was whether the administration could lawfully allow them to involve tlie covernnrmt iu liability tor the payment of their fees by permit ting them to serve criminal pro- cess. This question has beet» set tled by Attorney General Devens, who iu replv to an inquiry trom a marshal, wrote: “1 advise you to perform the usual duties of your office, which you are in no way forbidden to d»> to the extent ot vour power. I recognize the diffi culties you may have to encounter. In all this matter, however, you will have to rely upon your expec tation of future legislation t hat shall be just to you.
