AMENDMENTS.
On Tuesday of last week the
President returned the army ap
propriation bill with his veto to
the House of Representatives.
The objections to the bill are
stated in a clear, concise form,and
are, of course, due only to the
rider which was the cause of the
extra session of Congress. This
is an amendment to a statute now
in force concerninif the use of
troops to preserve order at the
polls at elections of members of
Congress and Presidential elect
ions. The statute now in force
reads as follows:

officer or other person engaged in the
military or naval service of the Unittd
States, shall order, bring, keep or have
