On Tuesday of last week the President returned the army ap propriation bill with his veto to the House of Representatives. The objections to the bill are stated in a clear, concise form,and are, of course, due only to the rider which was the cause of the extra session of Congress. This is an amendment to a statute now in force concerninif the use of troops to preserve order at the polls at elections of members of Congress and Presidential elect ions. The statute now in force reads as follows: See. 2(02. No military or caval officer or other person engaged in the military or naval service of the Unittd States, shall order, bring, keep or have under Lis authority or ci ntrcl any troops or armt d men at the place where any ger.eral or special election is In Id in any slat»», uuleca it be necessary to repel armed enemies of the United States or to keep peace at the polls. The amendment to this statute proposed in the rider upon the ap propriation bill omits the words “or to keep peace at the polls.” The President in his message quoted various provisions enacted at different towns to prevent mili tary interference with elections, and claims that they are all suffi cient for the purpose. He says: “No case of such interference lias in fact occured since the passage of the act last referred to. No offi cer of the United States has ap peared under orders at any plac<* of election in any state, nor has complaint even ot the presence of U. S. troops been made in any quarter.
