Mayfield paid a flying visit to thia place a day or two ago. The weather is warm now and the moeqaitoes are presenting their bills. The new bridge at B >nanz* will be completed to-day, which will be a great help to this place. Handy & Roberts are rushing their new store; they will have plenty of iotas which they propose to sell, cheap for oesh. The saw mill at Bonanza is now own ed by Mr. Gordon. Mr. G. is an experi­ ence] mill man and will no doubt change the looks of things in a year or two. The new saw mill at Ball Mountain is a failure. There is plenty of timber, a good fall, but no water. They talk of moving it to some place on the Colum­ bia river. Ranches are still being taken in this vicinity. Three of the Ashland boys have located near here. They are pleased with the country, but think their girls are too far away. They are building houses and will era long ex pact to bring their darlings home. Nftta, William Mayfield Washington, April 29.—The secre­ tary of the interior has just rendere< an important decision in the case o Haiti van et al. vs Walter Omers et al. involving title to certain lands form­ erly within the limits of the Stockton and Copperopolis railroad grant, an< establishing a precedent which Bup- stantially decides forty or fifty similar oases now before the department,on ap­ peal from various parts of California. This railroad grant was declared for­ feited by congress in June, 1874, and the lands were restored to pre-emption and homestead entry September 4th. Prior to September 4th the parties ex ecuted declaratory statements dated ahead and alleging settlement as of September 4th, and left these papers with the register of the land office to be filed on that day. They procured lumber and teams and started for the lauds, arriving there at sunrise, and commenced to build houses before 12 o’clock, noon. The general land offioe, in successive decisions, held these fit* ings valid. Secretary Schurz now re­ verses these decisions. He holds that the declaratory statements were exec a ted before settlement; that the execu­ tive order of restoration prohibited the local office from allowing any filings on entries prior to the day of restoration, and that its action in receiving declar­ atory statements prior to that time,and afterwards plaoing them on record,was oontrary not only to the spirit and in­ tent of instructions, but to the just and proper administration of the law of congress. Schurz emphasizes his opinion by the following language: These officers have no authority to receive applications to file or enter lands which are in the seat of the res­ ervation, and hold such filings until the reservation is removed, aud then place them on record in order to ad­ vance the interests of any individual.
