Their sentences are a curse to law and an encouragement to the criminal. The time has come to demand that all people, and especially the courts and their officers, shall respect law and enforce its stem demands upon criminals regardless of political fear or favor. There are unmistakable rea sons for the increase. ' Frst: Your children are not taught the Bible. This sentiment can not be charged entirely to a failure of the principla involved in these various measures. It is due to failure to administer these measures as originally Intended. They have become the vehicles of self seeking politicians and the plaything for the theorist and the agitator, who, under Uieir operation, can experiment wttli anything from single tax to state socialism -at the expense of the voter. Under the direct primary system, there seems to be no way to check the flood of measures or candidates which the people must pass upon. As a result, the cost of government has Increased out of all proportion to the benefits received by the governed and In self defense the Idea seems to be growing that the only way to cor rect the evil is to amend or do away with the vehicle which makes possible the abuse. nothing to say about taxes end expen ditures. They have been told what to do and how to vote and they have done as directed. How many private businesses could leave the decision aa to overhead cost in tSd hands of the employes without any restraining influence by the em ployer? iHow many private businesses could pay the overhead that would be thus developed? Probably none. Yet this Is the position in which every state finds itself today. The tax beneficiaries have built up the overhead which the taxpayers must meet. .Relief will come eventually only when a disinterested body of taxpay ers meet to decide on tax expendi tures. In other words, the man who pays the bill must have something to sty about hew large that bill Is to be, how it Is to be spent and how many people he can afford to hire. Notwithstanding ab normal drought, public carlessness was chiefly to blanie. Clearly the American public still lacks appreciation of its great natural heritage. As a people priding our selves upon our practical outlook, the market value of our timberlr.nds in yielding lumber for building and other purposes must be apparent. There is, however, another side to be considered. What would America be like shorn of the great beauty of wide stretches of woodland, How barren shriveled, utterly desolate and, finally, uninhabitable It would become! Yet to our shame we continue neg ligently to burn faster than we can reforest. Since am ordinary sapling requires from forty to eighty years years to attain mature growth, it does not reauire genius to determine where sucli persistant thoughtlessness will bring us. Totally to eliminate forest fires Is scarcely possible; lightning will al ways cause a limited number. But the blaze that results from human Wgency can be prevented. Some improvement in the situation is reported by individual states. Most of this improvement, however, is trace able to the rigid enforcement of po lice powers and to more effective fire- lighting methods, rather than to public cooperation. It is this knowledge of public apathy that gives strength to the political leeches that suck the life- blood of the nation, and, once fasten ed onto the body politic, are bo hard to get rid of. Trade revives when the people buy. Then the retailer gets busy, the jobber gets busy, the manu facturer gets busy, anc men and wo men boipmo employed. Prosperity will come back when every man and every woman acts as though the whole problem rests upon his or her should-- ors. There is no meeting place u which to arouse common action on behalf of the people unless leadership be grasped by the home-town news paper.
