A statement compiled by the govern ment authorities, made public yester day, throws much light upon the gov ernment's attitude toward Its defend ers. The figure are brought up to April 1, and show that a total or 696,260,634 has been appropriated for the welfare of soldiers and sailors of the late war. In such Items as family allowances, Insurance, hospitals, vo cational training, &c. The appropria tions for the fiscal year 1923 are $406, 038,842 for these purposes, Thus the . United States Is expending more than $1,000,000 a day for the welfare of 'the boys.'' The expenditures to April 1, specified, are as follows: Military and naval family allowances $298,615,000 Military and naval com pensation 657,150.000 Insurance 23,000 000 Administration 83.896.8?0 Hospitalization 224.729 402 Hospital construction.. .. 47.095.OOO Vocational training 469,123,370 Deposition of remaim .. 33,473,783 Eonus allowance 248.6S2.200 Payment to beneficiaries of 000'Sflr'OI SJoatflO pun nam Xiujo TOTAL $lv996,260,634 The number of former service men receiving vocational training Is 108, 200. The cverage received per month paying com pen Ration on 60,420 death claims and 166,539 disability cases. . The. amount paid last month for this compensation was $10,340,000. The government Is paying Insurance on 13450 death claims and 6.299 dis ability claims. The amount paid In war risk term insurance last month was $8,454,069.17. The commuted value of war risk term insurance allowed by the govern ment la $1,326,985,(35.70. If there Is any duty wn:ch lies upon the heart of President Harding more constantly than all others, it is that of providing for the disabled men who fought .for the United States during the late war. He has emphasized his sense of responsibility many times, and has more than performed all that duty required in Impressing upon Con gress the need of forethought and lib erality in providing for these men. As for Congress, it is sufficient to say that every dollar estimated for by the executive departments has been ap propriated. In no other branch of governmental act1viy Is this the case. It Is only In dealing with former ser vice men that Congress has met the egtimatea without cutting off a single dollar. Soon the country will have before it the proposal for a bonus as worked out by the Senate committee. Whether this plan will be approved by the pres ident remains to be developed after conferences. Alternative plans are suggested, and perhaps there will be modifications resulting in a satisfac tory compromise. President Harding has frequently said that he would rot approve of bonus legislation which did not provide means of rai3ing the re quired revenue. The appropriations in behalf of former service men have been made by Congress without thought of partisan ship.
