the owner of the property liable for
such improvement, provide further
that in case of the improvement be
ing made by the owners of the prop
erty liable for such improvement they
shall commence work within 30 days
and complete the same within 60 days
after the passage of this ordinance
said work to be done under the super
vision and direction of the. Street
Commissioner of the said City,

If the property owners liable for
said assessment shall, not elect to
ccmpleie said improvement upon the
expiration of 30 days after the pas
sage of this ordinance, then the City
