' Gentlemen: The undersigned, members of the County Court of Lincoln County, Ore gon, beg to Bubmit for your considera tion the following proposal: Subject to the approval of the voters of Lincoln County at the election iu June next, Lincoln County will pay forty per cent of the total cost of grading and macadamizing the Corvai- liB-Newport highway from Newport to the Benton County line, as located and surveyed by the State Highway Com mission. This proposal is based upon the fol lowing estimate of the cost of such work: Grading 6.5 miles between Newport and Toledo; 4.3 miles' west of Benton County line; .3 miles west of Benton County line; now partly completed. 2.7 miles between EddyviUe and Thornton;' 12.8 miles now completed at a cost of 140,000 23.3 miles remaining' to be graded; estimated cost 309,900 Macadamizing 36.1 miles from Newport to Benton County line, es timated cost '.....I. 433,200 ANCB FOR ALL TIME. Leaving a balance to be paid by Lincoln Co $213,240 Owing to the fact that It will be necessary to designate a definite amount on the ballot of the election the above amount of $213,240 must be regarded as the maximum amqunt which Lincoln County would obligate ltseir to pay under this proposal. In addition to ttje above Lincoln County proposes likewise subject to a favorable vote of the people, to nav $120,000 on the condition that the State will match it with an equal amount for a road from the Tillamook County line to a point on Sllelz Bay on any route that may be selected by your commlsson, with this provision, how ever, that $19,000 of this amount must be used to satisfy the obligation which Lincoln County has already under taken in conjunction with the Foresty Department of the United States, on the road from the Tillamook County line to a point 1.7 miles south. It is the purpose of Lincoln County to turn over to your Commission all of the above funds to be used by your Commission In the construction of both of said roads. Owing to the fact that the time Is growing very Bhort for taking the re quired legal steps, for placing the proposed bond issue on the ballot of the June election, we beg to request your early answer. The above proposal to the Highway Commission by your County Court, en dorsed and approved by representa tives from the Newport Community Ctub and the Chamber of Commerce of. Toledo and Vicinity was made as statea in tne 2nd paragraph "SUB JECT TO THK APPROVAL OF THE VOTERS OF LINCOLN COUNTY" It was the very best effort of those pres ent upon any basis acceptable to the Commission who, let us say right here are friendly to Lincoln County and would stretch any point in our favor were It possible to do so. This pro posal was accepted by the Commission by motion unanimously passed as the basis upon which they would complete the Corvallis Newport Highway wlth i ii .'i!'-'! er rrr' tiw to Lincoln Count v und take over the I'.'..: M.'.IN'TEN- So that the balance to be is sued in bonds to complete Lin coln County's share is ...... 173,240 Your attention is here invited to the next paragraph in this ACCEPTED proposal, you will note the words "the above amount of $213,240 must be re garded as the MAXIMUM AMOUNT "WHICH LINCOLN COUNTY WOULD OBLIGATE ITSELF UNDER THIS PROPOSAL." Note: 40,000 of the above $213,240 is on hand and unexpended from the original bond issue of $180,000 leaving the balance to be issued as stated above $173,240. This should satisfy and set at rest all arguments and contentions in re lation to any future bond issues for this Highway. The above estimated cost of $S83,100 was based on the cost of labor and equipment during 1920, both these Items have been considerably reduced and it is our opinion that the final cost will not amount to more than two thirds of the above estimate, in fact bids now being received by the State Highway Commission for this year, confirm this opinion. The Commission has also agreed to immediately proceed with the Engin eering between Toledo and Corvallis and to advertise for bids on Rocking on the 22nd of this month, so that, should this bond issue carry, they will be in a position to rock any and all roads which we grade. Before proceeding with the second part of this proposal, we would like to present the following facts: The above bond issue will give us a macadamized road to Yaqulna Bay or the central part of Lincoln County. The County Court has entered on agreement with ,the State Highway Commission and the Forestry Depart ment whereby, the Court or Lincoln County spends $12,000, and each of the others $18,000 each year on the Alsea Road. Benton County has agreed with the Highway Commission to issue $100,000 in bonds to be matched by the State on a 60-50 basis for the comple tion of this road to the Benton County line. This gives a macadamized road to Alsea Bay or the southern part of Lincoln County. This leaves the Northern part of our County with no outlet, which we con sidered as absolutely unfair, we there fore placed before the Highway Com mission the second part of this pro posal, to issue bonds in the amount of $120,000 to be matched by a similar amount by the State on a 60 50 basis for -the completion of a road from the Tillamook line to a point on the Siletz Bay, with the assurance from the State Highway Commission that they would extend the road to the. Lane County lino as rapidly as conditions permit, the route lo be selected by the Commission, this is the first and most important step in the rellzation of a Coast Road thru Lincoln County from the Tillamook to the Lane County line. This Committee considers that from a spirit of fair play and the mutual ben ifit to be derived from the construction of this Coast road thru the North Coun try, no argument is necessary on the part of anyone to carry this proposed bond issue of $120,000. , Committee, o NOTICE OF SHERIFF'S SALE In the Circuit Court of the State of Oregon for Lincoln County A. SEALED BIDS for the same will be received until 2 o'clock P. M. on May 3, 1921, when the bids will be opened for consideration. All bids shall be enclosed in a sealed envelope, which must be conspicuously marked "BID FOR INDIAN LANDS." The DATE of the proposed sale must also be placed thereon, but nothing else. No bidder will be permitted to include more than one allotment in any one bid. Should a prospective purchaser desire o purchase more than one. allotment he should BUbmit a separata bid for each, and if he desires to purchase less than an entire allotment. . he may submit a bid for one or more legal sub-divisions thereof and such I bid will be considered in connection with the appraised value of each such legal subdivision. No bid for less than the appraised value will be consid ered. The right to reject any or all bids Is reserved by the Commissioner of Indian Affairs. Each bid must be accompanied by a duly certified check, certificate of deposit or cashier's check on some solvent bank, payable to the order of Edwin L. Chalcraft, Superintendent, for ten per cent (10) of each bid, as a guarantee for the faithful performance by the bidder of bis proposals. Cash lu lieu of check will not be accepted and will cause bid to be rejected. If the bid enall be accepted, and the bidder Bhall within thirty days- after due notico of the acceptance of his bid fail to comply with the terms of his bid by making final payment, the money represented by such check shall be forfeited to the use of the owner of the land. The checks of all unsuccessful bidders will be returned to them within ten days after the opening of bids. The successful bidder when his bid Is accepted, will be called upon to pay the sum of $20, in addition to his bid for tho land; and also his portion of the expense for advertising the land. Tho receipt of a bid will be conslderel evidence that the bidder accepts this requirement. The cost for advertising, will be kept to the minimum. The patent issued to purchasers will contain a provision to the effect -that there is reserved from the lands granted a right of way for ditches and canals constructed under authority of the United States.
