'WOOLN COUNTY LEADER, FRIDAY. OCTOBER 12th, 1917. B. F. JONES WRITES AGAIN Newport, Oregon, October 6th, 1917. Editor of the Leader: In the spirit of fair play I trust that you will publish this article. . I am always willing to abide by the majority vote, and so far as I am concerned had con sidered the Bonding Issue as outlined in the Petition, that the people have just voted upon, was settled, but true to the policy of tne reader, which has never had an opinion o! it's own since the late Judc J. F. .Stewart sold It, but since which time it's policy has bowl to vait until the people had spoken and then say "I told you so!" Then you commence a dirt attach on me. Anicip other things In your article you siiy: "The people at large were not given a voice In the laying out of thess roads at all and at the election they re buked the originator of the Bcheme by voting the measure down." But since you have seen fit to attack me after the Election, not having the moral courage to of fer any objections to the Good Roads plan, until after it was de feated, except in the article in the Leader on the eve of the election when it could not be answered, you did print a mis leading article in which you said the County officers claimed that if the Pond Election carried it was a question whether the State Highway Commission would put up the $200,000. This an echo from the County Judge to kill the Iionding issue. The Bonding issue and the roads proposed to be improved were discussed through the press, and at Public Meetings long prior to the Election, yet, you did not have the moral cour age to fight it if it were a bad thing or to approve it if it were a good thing, but kept as close as a mud clam. Your paper is misnamed, it is not a Leader, but a slow second, after the good people have spoken. The good people at Waldport did not care a whoop about the Waldport, Toledo and Ona road. Some of the Hay View and Ona people did want this road. Wald port people told me before and Toledo. Notwithstanding the fact, that there had already been expended on eight miles of this road from the Agency to Toledo $100,000. The people largely, through a misleading article in the Leader on the eve of election, inspired by Judge Miller, and the further cry of "Aw, its a scheme to take the County seat from Toledo to Newport" saw fit to kill the proposition. The Leader says it .was a rebuke to the originator pf the Good Koada plan.- I ac cept the rebuke in the same good spirit that the people gave it. This being their will I humbly submit, but as a free born Ameri can citizen, I still claim the right ,to my opinion and will ever as sert it. Independence and Dallas in Polk County fought over the County seat for 20 years and every time either town suggest ed anything for the Good of the county, some people In the other town would start the county seat cry, and the county never pros pered until the people finally set tied the county seat question for all time and built a good stone Courthouse, after which Polk County soon became the blue ribbon county, and the people all stood together for the up building if the whole county. Therefore since people of Toledo and Waldport have raised tnis issue let the matter be settled at the next general election in No vember 1918. The old Court house at Toledo will soon have to be replaced by a new one. Then the question of County seat Location will again bob up, if it is not settled prior to that time. If after the November 1918 Election Toledo still re tains the County seat, let a good permanent rock or brick Court house be built; if upon the other hand Newport should land the, persimmon let such a Court fairs for the good of the Pub lic as I see It. Siletz people before and since the Election have told me that what they wa.it ed was a High way from the Mouth of the Si letz River up pas-t the Agency and out by wav of Falls City to the Willamette Valley in Polk County. Big Elk people told me they wanted a main highway from Elk City up Big Elk to" Benton County line. Nashville people toid me that they wanted a main Highway up the Yaquina liiver over the old Pioneer road via Summit to Ben ton County line. Little Eik people wanted the main highway up Little Elk, but said that they would be satisfied with a main highway no matter where it was located. They heartily favored the improve ments of a main hltrbway wher ever it lead. The only objections that any citizen of Toledo has publicly r.-.iscd prinr to the elec The County Judge being the Chief Executive officer of the County, and residing at the County seat, and having nothing to do only to look after the af fairs or the county, the County Commissioners residing many miles east and South of the County seat, and who onlv visit the County seat every alterna- uve nionin or six times a year wnen tne county Court is in session transacting a large vol ume of County business, is the reason that I direct my ques tions to the County Judge. Will the County Judge tell the people if he knows, what person al property the County owns, es pecially in tne way of road ma chinery and where this road ma chinery is? Is it in the county warehouse at Toledo, or if as it has been said, some of it has been loaned out for three or four years and not kept under shelter but standing exposed to the win ter storms? And will the coun ty Judge tell the people whv the Otter Crest road on Us Id Moun tain has been accepted and tli Fund of Lincoln County.
