An amusing minature round up was pulled off on the local field the other day. A lot of bucking horses .brought up from lauiorma were being tried out. A dozen riders were putting them through the paces to test their mettle. A crowd of local people watch the dally workouts ana on wis occasion a purse was made up from the crowd to make the event interesting. Newcomer, a member of the Board of Engin eers for Rivers arid Harbors, rel ative to the improvement of the Yaqulna Bar and Harbor in ac cordance with the project favoi- ably reported by the Army Enr glneers. I understand from Mr, C. S. Davis, of Siletz.'that the Port Commission desires the en gineers to prepare the plans for improvement and to furnish en gineering supervision so that the money raised by the port from the sale of bonds can be effect ively expended along the lines the engineers may approve, and in a manner that will give the port credit for such expenditures as its half of the cost of Im provement. Colonel Newcomer suggests that the new Port Commission make formal application to the Corps of Engineers, U. S. Army, for approved plans for the im provement and for an engineer who. will give engineering super, vision of construction. I think this a wise suggestion. It is es sential that the cost of any work done by the Port should be don? in such a manner that the engi neers will approye it and give full credit upon the one-half of the cost the port is to provide, The report of the engineers favorable to the Improvement has been sent to the public print er, but was not available for Congress when the present river and harbor bill was reported and this item was therefore not included in the pending bill. Thi-, report Is not yet available. I hope it will be before the bill is passed by the House and if so, i will offer an amendment to pro vide for the Yaquina.
