Th9 improvemsut of Yaqutna Bay Harbor and the securing ot a thirty foot channel over the bar. Is a question that lntereats every person In Lincoln County, as well as the people of the Willamette Valley and all Western Ore gon. When any public Improvement Is proposed where it means a tax upon the people of a town, city or commun ity, especially where the proposed lm piovement is to cost a considerable sum of money, all kinds of rumors , become circulated and too often the people form an opinion conscrnlng the matter before they become fully ad vised in the premises. It is also true that our taxes are high, and the very thought of an increase thereof without reasonable and just caueo and unless substantial benefits can be secured by reason thereof, people will become frightened and before they have fully investigated the matter, set their minds against the proposed Improve ments. It has been rumored in Newport, and In other plares In the county, that the two Port Districts, Newport and Toledo, were to bo consolidated for the purpose of taxing the property therein in order to raise $300,000.00, our por tion of the cost of the proposed im provements of Yanuina Bar, the Gov ernment to be asked to appropriate the other $300,000.00: it being esti mated that this sum will make a thirty foot channel over the bar, and many people are of the opinion that this heavy tax would practically bankrupt Newport and Toledo. Now that the people of Lincoln County with the aid of the good peo ple of the Willamette Vallev and a i1ld Oregon Delegation In Congress have secured the survey of the bar with t. view of ultimately securing a thirty foot Channel, and that the sur vey thereof will be made In the near future, nrobablv within thirty days, end In view of the fact that a former Presidential Board of United States Engineers In high authority formerly msyle a favorable report after a com plete and comprehensive survev of the bnr and harbor, and that a thirty font channel could be made over Ya nuina Bar, it is morn than nrobable that the report of the Board of United States Engineers for Rivers and Har bors, will be favorable. Coneress will then be called upon to make an an pronrlntlon to meet the half the cost of the lmnrovemont of the harbor and the penn'e will have to put up the other half If the work Is to be done. This matter ls purely a matter to be considered by the people In that Port District. s no one has a rleht to Infringe unon their, rlehts nlreadv secured, and I am sure no one outside thlr territory wants to do so, but all wish them success In their enterprise in making a harbor at Alsea. and the people of this section will be ready and willing to help them fight their battle when the time comes that they can. Now If the law Is amended so that a county may take In all the territory of the countv not already embraced In a Port District, the people of Lincoln Countv will be asked to vote ... . .... I- I 11.1. upon the proposition of forming a Port District embracing that territory In Lincoln County not already embraced in the Alsea Port District. When such a District Is formed then the ld(?a will be to bond all the property In the District for $300,000.00 or so mucn thereof as may be npeded to pav half ot the coBt of making an export har bor of Yaqulna Bay. Personally I am opposed on general principals of taxing the people of pne county to pay for the Improvement of any of Uncle Sam's rivers or harbors when the benefit is for all the people of all the Union, but Congress has made a rula that they will not now Improve any rivers or harbors unless the people Of that community pay one half of the cost thereof, and as self protection Is first law of nature, and to pay half the cost Is the only way . that we can ever Improve Yaqulna Bay Harbor, It la now up to us to take advantage of the progress that we have made In this matter since last December and get busy and be ready to do things If the report of tho pres ent survey Is favorab.o.
