"Dear Sir: As you know, we
own a large tract of timber trib
utary to Yaiuina Bay and for
several years we hare been try
ing to figure out some way
wnereDy we couia commence
operations there, but we have
been unable to find a solution
where we could manufacture
this timber and come out whole,
to say. nothing of making a
profit.
In shinning lumber from there
by rail, the territory wl.tch can
be reached is verv restrict eJ and
you come in competition with all
of the mills through Oregon and
Washington, so hal a price can
not be obtained tha. will allow
manufacturing down there. The
same holds true with the wati;r
shipments, as only small boats
can get in there so shipments
must be made to California only
and everyone knows that Cali
fornia Is the dumping ground for
all of the tide water mills from
Coos Bay to Vancouver. So, it
seems to us that that country
can never be developed until we
have a deep waier harbor so that
boats carrying upwards of a mil
lion and half feet can make that
port.
I believe that if we go at it in
the right way we can get Con
gress to make a small appropria
tion to prepare estimates and
plans for improving the harbor
with the further idea that we!
i will form a port district, taking
In a large amount of timber trib
utary and that the Port District
, will pay a reasonable proportion
:of the cost of making the Im
provements the Government to
: pay the balance.
In order to do this it seems to
me the -proper method would be
to have the commercial bodies
of Newport, Toledo, Albany and
o? the other towns on the east
ern end of the Corvallis & East
ern road all work together and
petition their Congressman and
Senator to ask for this appropri
ation at the next session of Con
' gress.
j Unless they will all work in
harmony it would be useless to
start anything, but if they will
! all see the benefits to accrue to
them and are willing to get in
and drill, I believe this can be
accomplished and if you will
take it up with these bodies and
eet the thine started. I will be
glad to come down there at any
time and assist in getting it in
shape to present to their repre
sentatives. .
I believe the present plan
should be for deepening the bar
and perhaps the harbor up as
far as Yaquina so as to connect
with the railroad, but I do not
believe it would be policy to in
clude any river improvements.
As you know, the River and Har
bors Committee has turned down
nearly all bills calling for small
river Improvements. If we can
get enough to cut out the bar go
that vessels can get inside, we
can men take up the other Im
provements and probably get
whatever Is necessary, so I think
it la very Important to have To
ledo not insist on having river
improvement at tDc same time.
One thing that will be nec
essary in order to accomplish
our purpose will be to have all
the data obtainable in regard to
natural resources tributary to
this harber. This should take In
all the territory all the way up
the C. & E. road. The local
commercial bodies can probably
get a lot of this information,
but In order to have It used at
Washington, It will have to be
compiled by some competent
man who will be able to nut It
in the nroner Minna nnrl nian
show his authority for the fig
ures, bo that whoever Introduces
this measure and speaks on it
will have information that he
knows is correct and that no one
can dispute. It would probably
bo ncccHsary to hire some ex
pert for a short time to get this
material In proper shape.
I have talked with some of the
Congressmen and Senators of
other states and If we have the
thing in the right shape, can get
some support for putting this
through, so wish you would take
it up at once and get them to
work it out, as we want it all In
good shape before Congress
meets bo that we can take it up
with the other representatives
and have it fresh in their minds.
You know the Government
works slowly and if we do not
get the appropriation this term
it will put us back Just that much
farther.
I do not know how much of
an appropriation it would take to
make these estimates, but sup
pose some of the engineers
could give us an idea on this
point. It might be a good plan
for you to call on Captain Paul
hamus, the Government engin
eer in Portland", and see whether
he would feel like giving any in
formation along these lines.
