TH E RURAL SUPERVISOR At a well attended meeting of the Siletz Bay Parents-Teachers' Association on Saturday, April 10, 1915, the following expns sion was unanimously adopted: To the School Boards of Lincoln County: You are aware of the fact that during the recent session of the State Legislature an Act was passed annulling the law which compelled a county of sixty dis tricts to maintain a Rural School Supervisor, and providing for an election in the several counties, by the School Boards, for the purpose of deciding the question. Shall the office of Rural School Supervisor be continued so far as our county is con cerned? This act was passed ! ma,nIy m tne cause of economy, and so far as the State is con cerned, it is plain to be seen that 1 it deems the many essentfal and J lasting benefits of a Supervisor's work as not worth the expendi ture. But it can be shown that for our own needs in Lincohi j county we could well do away j with some other things before I making an, end to one of the big- j j ru" l" schools ! have. Our Supervisor is a man who makes the teachers of our coun-' ? wl"wWayl,or ,tS BChoohl? . Should tDA.In the County Court of the State of rural districts, fel that they are Superintendent be forced to ol -1 0reon ,or the Countv ot Lincoln. a. yuit 01 a. fciedi. orgamzauon , nor la iifnvl that is working for the better ment of the whole country and reminds us that we are-not working merely for the benefit of one small place, but in the interest of all places. It is lie who brings the first announce ments, with thorough explana tions, of new movements 'nd plans in school work and assists in seeing that these things are properly started and continued. A visit, coming on an average of once a month,, is a thing which may 'adjust a wrong method in Borne difficult phase of school work for th 5nnpr ! . ' l S.uPer: I visorvisor has a fresh point of view, Eas perhaps Just had op portunity to se) through the same difficulty, with better suc cess, while the eacher, al though doing her best, fails from daily drudgery with the same problem to Bee the rem edy. With a man at work whose business it is to be con tinually watching for new ideas and conveying them throughout the county, it is hard to estimate the immense good thnt is ac complished. A Rural Supervis or makes his specialty "The needs of the Rural School," and it would be hard to do without him. Who can predict what a wealth of good that Rabcock milk tester in the hands of Mr. Davis may do, not only for the present owner of dairy cattle, but Bee what a vision It gives to scores of eager youths! If it were not for such a man as the Z "?TnX tainly be lacking and rapid ad-, vancement along the newer lines of education would be re tarded. The teacher Is not in a position to accomplish' all of these ends for her time Is taken up with the regular routine of work, and as to viewing meth ods in other schools, she has no opportunity at all. To do away wljh the Rural Supervisor would be as detrimental to rural teaching In Lincoln county an It would be for a city school sys tern to be without a Superin tendent. The only reason which Is up held as a jiiRtiflcatlon of abol Ishlng the office in question Is the one of economy. In other words, "Does the Supervisor's work return a value equal to the expenditure involved?" and "Why could not our County Superintendent mannpe the af fairs of both oftlcpB?" Surolv since "Education is u Republic's chief business, an answer :o the first question Is found In an other: Are not the future prob lems of 1,500 or more school cniiuron more Na'.imoie to us than the sum which Is required to maintain one of the best I O.
