final proof on his homestead before

Abe Logan was again taken be
fore Justice of the Peace Anderson
last Monday, for a hearing but as
the principal witness was still un
able to attend he was again bound
over until Saturday, March 20th.
Austin RoBebrook returned from
Portland Monday evening where he
has been the last few weeks oij busi
ness and incidei.tly took in the
concert given by the Portland Sym-.
phony Orchestra, of which his son
David is conductor.
Rosebrook Will
Head Park Band.
David Rosebrook, director of the
Portland Symphony Orchestra, was
this morning chosen director of the
city park band for the coming con
cert season. - He will proceed im
mediately with the organization of
the band, which will give concerts
during the Summer months in the
various parks of the city.
It is the purpose of the Park
Board to organize the best band in
the history of the city. It will be
J composed of 35. to 40 musicians,
and concerts" will be given five or
six times each week during the sea
son, extending through July and
August. These concerts will be
alternately in the porks of East and
West Sides.
The new director is one of the
bestknown musicians and band
masters on the coast. He came to
Oregon when a boy and lived many
years in Corvallis. He was con
nected with the City Park Band in
San Francisco for several years,
where he was cornet soloist and
assistant director. Later he was
director and cornet soloist in the
famous band at Catalina Island.
During the Lewis and Clark Fair
he was cornet soloist of the Innes
Band. He has been in Portland
for the last eight months and has
appeared many times in local
concerts.
Associated with Director Rose
brook in the organizatin of the City
Park Band will be L. R.' Tomlinson,
a wellknown musician and band
master of this city. Telegram.
Died
The infant child of Mr. and Mrs.
Charley Altree died last Monday,
March 8th, aged about eight
months.
Died
Miss Ellen McCoy of Salem died
at Newport last Sunday morning at
about eleven o'clock. Miss McCoy
and her aunt were visiting with
Mr. Osborne at Nye Cre"ek. The
remains were taken too Salem
Monday morning for interment.

After several month's delay C. R.
Ellsworth has once more resumed
building operations on his new
hotel building.
The Devil in the Newport Mail
office was looking for the Bystander
last week, hence he forgot to
change the date line.
Mr. and Mrs. Wm. Johnson of
Portland came over from Portland
List evening for a visit with Mr.
and Mrs. Oscar Johnson of Storrs.
At the whist party Wednesday
evening, given by the ladies of
Syringa Circle No. 21, Miss Aileen
Hawkins carried off the first prize
and Mrs. J. W. Willson the booby, j
C. H. Bradshaw of Newport who
was in the city last week putting
the telephone lines of the Lincoln
County Telephone Company in
working order, returned to Newport
Saturday evening.
II. P. Bobb, who was in charge
of the local C. & E. Depot while
W. E. Peterson was in Portland, I
returned to his home at Corvallis
Monday morning after spending
Saturday and Sunday at Newport.

Wm. McKeown left yesterday
morning for Portland where he in
tends to make his residence. Mr.
McKeown has sold his ranch here
to Messrs. Torrcy and Andross of
Portland, we understand the con
sideration was $10,000.
Notice to Bidders.
Notice is hereby given that
Sealed Bids will bo received by the
County Court of Lincoln County,
Oregon, for the rebuilding of the
County bridge accross Lents slough
at Waldport, Oregon, said bids to
be tiled with the County Clerk not
later than the 1st day of May 1909.
Bidders will be required to file with
said bid, their plans and specifica
tions for said bridge.

Dalaba sells dairy farms at Elk
City.
Helps Smaller Districts.
What the Hawky School J Bill
does: It helps the smaller dis
tricts, it provides ways so that each
district shall have at least $300.
(In many cases, in this county, a
portion of this will be taken out of
the general fund of the county.)
It provides that each district shall
have at least six months school
each School year. But it does not
go into effect this year.
The $300 will ; be raised a
follows: The county court will
levy a school tax sufficient to make
$7 for each child in the county be
tween 4 and 20 years. On the first
Monday of 'October, eacli district
will receive $100 out of the money
so raised, and tho remainder will
be divided accordiug to the num
ber of pupils in the districts. If
this dors not give the $300., then
there must be a levy, of not more
than 5 mills, on tho property in
the district. If, when this is add
ed to first fails to make $300, then
the county court must take out of
the general fund of the county,
such amount as will rquul the diff
erence, and give to such district.
If the valuation of tho districts in
the county is not raised and there
are practically no more pupils in
the districts, there are something
like 22 districts that will receive
money out of the general fund, the
amounts ranging from $1.00 to
$130. I hope to have added to
some of the districts, some more
territory, territory that, now', is in
no school district. This will help
the larger as well as the smaller
ones.

County Surveyor Derrick was
over the first of the week running
the lines on W. C. Fischer's land
and George McBride cruised the
timber on the same land.
John I. Butterfield was up from
Lower Siletz and took a scow load
of provisions down with him Satur
day. The Kernville mail carrier
failing to appear, John I. also
transported tho mail. He arrived
here with the return mail Monday
evening and now ho says, "Never
again."
Charles Bradshaw was here Sat
urday repairing the Stewart tele
phone line, which has been out of
commision for some time.
Will Kisor ia visiting his sister
Mrs. C. G. Copeland.
Mrs. Fitzpatrick and Jane Hollis
are visiting at John Brown's
K. C. Fgbert has returned from
a two weeks sojourn in Portland.
Warren Hall has gone to Port
land and Carl Davis is helping to
run the post office.
Mrs. Babcock, of Rock Creek has
rented 0. C. Bell's farm and will
move down soon.
John Lloyd and Wm. Mulkey
are preparing to take a scow load of
of provisions and a raft of lumber
down the river. ,
Warren Hall of Siletz was a pass
enger for Portland Saturday
morning.
The Newport Mail is no more.
Last week was its last appearance.
Mr. Wilson has retired from tho
field and A. B. ' Clark, well known
to all newspaper readers in this
county, has bought trie plttnt and
this week the Newport Signal mado
