Mr. Goin, while always wishing to
accommodate, will strictly fellow
the law in this as well as in all
other matters. The following let
ters will he instructive to many:
Mrs.
Waldport, Oregon,
Dear Madam: In reply to your
favor of April 8, will say that this
is the first I have heard in regard
to the matter of your permit.
However, the matter of granting
iK-rmits is one that is entirely in the
hands of the county superintendent.
You will notice that the law pro
vides that the county, superinten
dent must grant a permit only upon
a written examination, unless the
applicant has a valid certificate or
who is at the time entitled to a
valid certificate. The word "valid"
would mean that the certificate lias
not expired.

Dear Sir: I have hefore me your
favor of the 13th inst., and in reply
will say that the lady is entirely
mistaken when she says that I said
that the county superintendent could
issue 'a permit' with or without art
examination, as he pleases, as the
law states plainly that no permits
shall he issued without an examin
ation. I know that if I were in
your place, I would not issue a per
mit to any person who did not pass
as ripid an examination as is re
quired for a county certificate.
There is nothing to hinder the lady
from taking an examination in the
county in which she may reside at
the time of the examination, re
ceive a first grade certificate and
have it endorsed in your county;
or, there is nothing to hinder her
taking the examination hefore any
county superintendent and have her
manuscripts examined hy the county
superintendent of Lincoln county
a'nd therehy have a regular certifi
cate issued hy the county superin
dent of Lincoln county.

Section 37 of the School Laws
says:
A temporary permit may be is
sued hy the county superintendent
in case of necessity, valid only in
the county where issued, until the
next regular puhlic examination
held hy the county hoard of exam
iners for such county. Such permit
may be granted without a written
examination to the holder of a cer
tificate, valid in any county in the
state, who is entitled to the same,
or to a holder of a certificate valid
in ny other state, when the appli
cant for the same shall present sat
isfactory testimonials of his good
character and success as a teacher;
but no permit shall be issued to any
person not holding a valid certificate
as herein set forth, except on a
written examination equivalent to
that required for a third grade cer
tificate. A teacher shall not be
entitled to receive more than two
temporary permits in a county, nor
shall an applicant who failed at the
last regular public examination held
of examiners for any county be en
titled to receive a temporary permit
for that or any other county in the
state.
$25 Reward.
We will pay a reward of $25 for
information leading to the arrest
and conviction of the persons who
have been twisting and cutting or
in any way maliciously interfering
with our telephone lines between
