About that Recall. ,
Newport, Or., Septl 30, 1908.
Editor Leader: Will you kind
ly give me space for the following
letters in connection with the Wald
port and Tidewater wagon road?
They are self explanatory, with
the exception that Mr. Keady omits
the part of the road the Forest'
Ranger and the citizens were to
build. I was assured when at
Wald port that this piece of road
would be open to travel this Fall,
and it was this inducement that
influenced the Court to grant four
hundred dollars to open the remain
der of this road. No doubt' Mr.
Durbin did all he could to open his
share lnit he had too much road for
his money, and the only part open
to travel is that opened by the
county. John Fogarty.

republican county central
committee!
FRANK L. ni'KER, CHAIRMAN
WM. F. KEADY, SECRETARY
Waldport, Or., Sept. 11, 1908.
Commissioner Fogarty,
Newport, Oregon.
Dear Sir: The taxpayers of this
district are not satisfied with what
has been done on the road up the
river and believe they can show
that the road was not built accord
ing to contract. A number of us
have gone up and made measur
ments, and cannot find an eight
foot solid road bed. We are going
to investigate fully t and it is no
more than right to tell you at this
time that if the facts remain as we
have them now we will do all we
can to invoke the recall.
We know that if this road was
accepted by you and ordered paid
for out of the county fund that the
county will have to do it all over
again next spring, as we found only
six and one-half feet to the outer
edge of the fill in some very steep
places where the first heavy rains
will take half the road out. We
made our inspection early and be
fore any rains to speak of had
fallen. The widest place we found,
where a fill was required, was seven
and one-half feet to the outer edge
of the fill.
I am asking the Court for a copy
of the coi.tract and if it is as repre
sented, we want to know why this
road was accepted.
Supervisors Evens and Oglesby
were both in Waldport the day you
went up to look at the road, and it
did not look like ,they should le
left behind.
My personal action in the matter
is not prompted by any prejudice or
ill feeling toward you for I have
hardly met you, and certainly have
no reason to have any kick coming
other than I would have against any
Commissioner whom I thought had
slighted the taxpayers.
Truly yours,
W. F. Keady.
Newport, Or., Sept. 14, 1908.
Mr. Win. F. Keady,
Waldport, Oregon.
Dear Sir: Your favor of the 11th
inst. is at hand. You do me the
favor to state that ' you have no
prejudice or ill feeling toward me,
for which receive my thanks.
Yet, Mr. Keady, it does not take
a very close analysis to discover
some broad statenienta, as "well as
inuendo. For example, you state
that "next Spring the county will
have to do it all over again." You
state "it did not look very well to
leave Supervisors Evens and Oglesby
behind. ' ' May I ask who left them
behind? I did not see Mr. Oglesby
until after I came hack to Waldport
Lowest Prices. Call and I'll prove it
from the road, and if either of those
gentlemen wished to go along they
would have been more than wel
comed by me.
Now, Mr. Keady, the facts in the
case is what you want and I will
endeavor to give them to you.
In the first place, when I went
down to receive bids I found only
one bidder I will qualify this some.
Mr. Doyal made a verbal bid for
the first piece which amounted
nearly to the entire sum allowed by
the Court to do the work on both
pieces, this bidder was Mr. Kent,
and he, after going over the road,
was not very keen to bid. How
ever, he took the work and opened
a road, and in my judgment gave a
fair equivalent to the county for his
money. I stated to1 him and to
others that this was an expensive
year, we had .three elections, and
we could not do any more this year,
but next year we hoped to have the
county out of debt and would be
able to give some more towards
widening and building this road,
also to build a bridge at 'Waldport
before travel opened. I did not
open the bid until the last moment,
and used every effort I could to get
bidders.
I did not receive the road out
right, but conditional on his doing
some more work in certain places,
and in fact made no report until
Court was in session. Before finally
receieving the road I asked Albert
McCleary, in the presence of Judge
Swope, if Mr. Kent had done the
work and Mr. McCleary said that
Kent told him he had.
Now, Mr. Keady, didn't you
have plenty of time to remonstrate
before Court met? ' Do you believe
in exacting seven or eight hundred
dollars worth of work for four hun
dred, and then talk about fair play?
Are you going to invoke the recall
on the good citizens of Waldport
and the Government agent whose
judgment failed on their part of the
work?
Mr. Keady, I am not in the
cinching business. I believe in a
fair, honest equivalent for your
money, and if Mr. Kent did the
extra work he agreed to do, and I
was told he did, he earned his
money and ought to have it, whether
you invoke the recall on me or not.
Witn kindest regards, I am
Sincerely yours,
John Fogarty.
