regard to carrying second-class mail
matter (such ns newspapers, mag
azines, periodicals, etc.) the same
going into effect January 1, 1008,
and allowing the publishers to April
1 , HIDS, to prepare their subscrip
tion lists in accordance with the
new order of things. The effect of
the change practically compells the
establishment of new relations' be
tween the publisher and subscrilter
of county papers.
The department ruling requires
that subscriptions to weekly newspap
ersentitled to the secondclass postage
rate shall not be dclinquci t longer
than one year.
The mails arc not forbidden to"
pubscriliers who are in arrears !
"longer than the time provided in
'he new ruling, but these subscri
lers are placed in a seperate classi
fication, requiring a higher rate of
postage, the rate being so high that
publishers ct.uld not afford to send
papers at the price of subscription.
The reason given by the gover
meiit for making this order is that
second class mail matter is being
carried through the mails at a rate
for postage thereon which is lessi
than the cost of carnage.
The Newport News, whose editor
is tire "Hello Girl" for one of the
local telephone companies, takes
exception last week to our article
relative to the telephone situation
m Lincoln county. We have no
desire to bring forth a sermon from
the News, or elsewhere. We simp
ly wished to call attention to a con
dition of public service that was not
as it should be. If the news, or its
editorial writer thinks that their
patrons are satisfied, let him" ask

abused. We are informed. however:
by Mr. Peterson, the Manager of
the Mutual, Company that it had a
reposition from the Lincoln Comity
Company to either buy, sell or con
silidate the two systems. We
trust for the benefit of the public

nil due resreet to the News. .
'Wo reprint an article from the
IWdium published at Wedderburn,
Curry county, under the head of
"Cruise the Timber." As prac
tically the same conditions exist in
Lincoln county we Wlieve it will
make good reading. Our timber
lands, the same as in Curry county,
i assessed by the acre. The only
thing to do is to cruise the timber
and place the value nt so much per
thousand. But the problem of
cruising this timber is n hard one
for onr County. Court to solve.
They are wrestling with the prop
osition now and undoubtedly some
satisfactory Arrangements will soon
l e made to have this work done.

inerchart of Hihtz. lie has been a
resident in this county since 1902.
lie is a good business man, has
made a success of his own business
and would undoubtedly handle the
affaixs of tho county in the same
businesslike manner.
Dr. Carter announces himself as
a candidate for the office of Coroner
, to succeed himself. The Doctor is
too well known to the voters of Lin
coln county to need an introduction.
