New Postal Law.
The United States Postal Depart
ment has maile new regulations in
rcga nl to carrying second-class mail
matter (such as newspajiers, mag-'
azines, periodicals, etc.) the same
going into effect January 1, 1908,
and allowing the publishers to April
1, 1 '.MIS, to prepare their suhscrip-
tion lists in accordance with the
new order of things. The effect of
the change practically com pells the
establishment of new relations be
tween the publisher and subscriber
of unity papers.
The department ruling requires
that subscriptions to weekly newspap
ersentitled tothc seci md class postage
rate shall not lc delinquent longer
than one year.
The mails are not forbidden to
subscrik'rs who are in arrears
longer than the time provided in
Hie new ruling, but these subscri
lers are placed in a seperate classi
fication, requiring a higher rate of
postage, the rate being so high that
publishers could not afford to send
papers at the price of subscription.
The reason given by the gover
ment for making this order is that
second class mail natter is being
carried through the mails at a rate
for postage thereon which is less
than the cost of carriage.
The Leader has U'en very lenient
with its delinquent subscribers and
we do not want to drop any sub
scribers from our list, but as Uncle
Sam has spoken, we must request
the few who are in arrears to settle
at once.
Are After Siletz Timber.
At the instance of Senator Bourne
the Commissioner of the General
Land Oflice has directed Special
Agent Glavis to investigate alleged
conspiracy on the part of certain
Portland attorneys to dispossess
homesteaders of holdings in the
Siletz Indian Reservation and- to
exact blackmail from settlers against
whom contests have been instigated,
says the Oregon 'News Bureau of
Washington D. C. , in Oreg n Journal
The action of the Commissioner
grows out of complaints filed with
Senator Bourne by Lee Smith and
Eva C. Smith, of Dallas, that con
tests had been filed against them by
Joseph Parker, and that later they
" received letters from William G.
Gosslin, offering to arrange, with
the contestant for a consideration,
and from A. W. Lafferty offering
to guarantee a patent for $500.
Many similar cases are known to
exist and the department will in
vestigate with a view to prosecution
of the parties found guilty of crime
in relation to extensive contesting
. of Siletz homesteaders.
The above order will please the
average settler who lias lcen wait
ing patiently for some sort of an in
vestigation into the situation on the
Siletz. Many homesteaders on the
Siletz went on their lands, cultiva
ted, made roads and trails and re
sided on their claims with the in
tention of somo day being finally
financially able to make homes.
In almixst every instance where a
settler took up an open or brush
land claim and actually resided on
and cultivated and improved same
his proof has been held up on some
charge and he is finally notified by
the Govcrment to appear and 6how
cause why his claim should not lo
canceled. The settler then asks for
a date to be Bet for his hearing and
that is the end of it. A very few
' have had dates set but- when they
appear they learn that the .govern
ment has postponed his case indefi-

On the other hand where several
men have gone in together ami set
tled on heavily timbered claims,
worth from ten to twenty thousand
dollars each, in many instances
never having resided on the land
nor in any way improving same,
their proofs have been in nearly
every case, received without trouble.
Most of these claims have since
passed into the bands of large lum
bering concerns. Perhaps . those
I large lumbering concerns had noth
ing to do with the settler getting
his proof through, and perhaps
; they did. We don't know, in fact
! tlie average homesteader isn't sup
j posed to know anything. We
know of a poor man who filed on
one of those open brush land claims,
built a house, moved there with his
family and resided' continuously
during the three years required,
cultivated crops each year, built
six or seven miles of wagon roads,
several miles of trails, etc. lie
made a good proof, his proof was
suspended "pending investigation
of a special inspector," three years
and two months after making proof
was notified to appear within thirty
days and show cause why his claim
should not be rejected and entry
canceled. The charge being "that
entryman had never resided on the
land." A denial of the charge was
filed with the Register of the land
oflice and a date asked for his hear
ing. That was four months ago
and no date has been set by the
Governient.
This man recently received a pro
position from a man who was a
Government inspector who inspec
ted this claim while acting as such
inspector, but since quitting the
Government service is practicing
law in Portland to handle his case
and to secure patent to the land for
the small sum of $500 as much as
the land is worth.
We do not know the cause of
all this but we do know something
is wrong, and every honest settler
will do everything in his power to
assist the Goverment in examining
into the conditions on the Siletz.
