New Postal Law.
The United States Postal Depart
ment has made new regulations in
regard to carrying second-class mail
matter (such as newspapers, mag
azines, periodicals, etc.) the same
going into efTect January 1, 1908,
and allowing the publishers to April
1, 1008, to prepare their subscrip
tion lists in accordance with-the
rev order of things. The effect of
the change practically conipella the
establishment of new relations be
tween the publisher and subscriber
of county papers.
The department ruling requires
that sulmcriptions to weekly newspap
ers entitled to the second class postage
rate shall not be delinquent longer
than one year.
The mnils are not forbidden to
Kiibscribers who are in arrears
longer than the time provided in
t lie new ruling, but these subscri
bers arc placed in a seperate. classi
fication, requiring a higher rate of
postage, the rate being so high that
publishers could not afford to send
papers nt the price of subscription.
The reason given by the gover
ment for making this order is that
second class mail matter is lxsing
carried through the mails at a rate
for postage thereon which is less
than the Cost of carriage.
The Leader has been very lenient
with its delinquent subscriljers and
we tlo not want to drop any sub
scribers from our list, but as Uncle
Sim has spoken, we must request
the few who are in arrears to settle
at once.
In this issue will lie found the
announcements of Guy F. Laws of
Newport and Walter E. Ball of
Kemville, both asking for the sup
port of the Republican' voters at the
April primary nominating election
for the oflice of Assessor. 1, th of
these gentlemen are well qualified
fur the oflice and cither would make
this county a good Asseswr. Mr.
Laws, with his family, has Leen a
resident of Newport for several
years and is a highly respected busi
ness man. Last year he made the
assessment of Newix)rt precinct
under Assessor Lutz and his work
Mas very satisfactory. Mr. Ball
with his family has resided at Kem
ville for eight years prior to moving
to Toledo two years ago to take the
jwisition of Deputy Sheriff. He has
made a good record in the Sheriff's
oflice.
Senator I'urnham of New Hamp
shire lias introduced a bill provid
ing for a rural delivery post for
merchandise and other articles ac
tually mailed on rural delivery
routes. There are now 38,000 rural
delivery routes serving daily to
15,000,000 people. Burnham's
measure has the endorsement of
President Roosevelt and Postmaster
General Meyer. The rate of pos
tage is five cents for the first pound
and two cents for each additional
pound, but the privilege can only
1 utilized by persons actually living
and doing business on the routes on
which the delivery is to occur.
The positive assurance that Swift
& Company and other great pack
ing companies will locate enormous
plants at Portland will give an
impetus to the livestock industry of
all this portion of the United States.
The location of these packing houses
will add to the valiio of the hold
ings of every breeder and producer
of cattle, sheep, hogs and poultry,
and the dairy products of Oregon
will be trebled and find a market in
every part of the world.
