The Postmaster-General 's parcels
post project which has made such a
stir seems to have been pretty gener
ally misunderstood. It is by no
means so extensive as most people
have supposed. lie wishes to give
the privelege of a parcels post to
people living along rural delivery
lines, and not to anybody else.
This is shown by the report of the
Fourth Assistant Postmaster-General.
Articles to be sent by the par
cels post could be mailed only at
the distributing offices for rural
routes or at posteffices along such
routes. This would cut off the de
partment stores and mail-order
houses from the benefits of the
innovation and it ought to quiet
the opposition of the country mer
chants once and for all. The only
dealers who could possibly benefit
from it would be the country mer
chants themselves.
As matters now stand, the rural
population has no delivery system
at all. The express companies will
not send parcels even one mile from
their country offices. Country
storekeepers never dream of main
taining a delivery system outside of
the villages where they do business.
The carriage of parcels by the old
Star Route "stage drivers," which
was formerly such a convenience to
farmers, is now to all intents for
bidden by law along rural routes.
Thus things are made as inconveni
ent for country people as they pos
sibly could be. If they want a
parcel, no matter how big or little,
they must leave' everything and go
after it. The absurd injustice of
such a state of things is evident.
It- injures the country storekeeper as
much as it does the farmers, since
they loose a great deal of trade by
it. When purchases can only be
made at serious inconvenience peo
ple will get along with as few as
they can. It is amazing that there
should be any rural tradesmen who
do not see this. If they knew their
own clear interest they would be a
unit for Mr. Myers' proposal. This
proposal would permit rural carriers
to deliver parcels by mail up to
eleven pounds weight at 5 cents for
the first pound and 2 for each addi
tional pound or fraction.
The report shows that star route
carriers used to deliver parcels of
all sorts at something like this rate
and made money by it. Why,
then, should it not pay the govern
ment? Of course it would. The
project is a matter of simple justice
to the rural population and its exe
cution has alreany been too long

What Caused the Panic.
Optimism is sensible, and . justi
fiable. It is with sincerity that we
urge it. Yet to be optimistic it is
not necessary to approve of all
existing conditions, nor to shut our
eyes to the necessity or advisability
of changes. The panic ip pretty
well past, but we would be foolish
to forget it or not learn lessons froni
it, and seek to remove causes of
such disturbing and damaging epi
sodes, and so prevent them. The
cause of the panic was lack of ready
money in ordinary channels ; the
cause of that was reckless, gambling

causes operated disastrously and
easily because of a currency system
constructed and maintained primar
ily and principaly for the benefit of
a comparatively few, and not in the
interest of the masses. "Wall
Street" has made the system to
unit, itself. ' The people have not
objected because they understood
little or nothing about it. Congress
knew little if any more and left the
matter to "Wall Street." And
when a panic oreaks out at a time
when there was no apparent cause
or reason for it, "Wall Street," as a
last resort, shouts that Roosevelt did
it. And why? Because he has declared
that all men should be honest, and
public servants must be, and his
strictures on thieves and rascals and
lawless financial gluttons have hit
and hurt "Wall Street." Gamb
lers hate a man who exposes their
system of robbery. . The men who
brought on the panic are no more
not-less than gamblers, seeking to
plunder the public. Journal.
