On Monday of this week Gover nor Chamberlain, in common with the governors of several other states, issued a proclamation giving a five day legal holiday to the banks of Oregon. This was done in order that the banks might be able to protect themselves from the Wall Street panic in the East. In this connection we might say that the course of the banks of Lincoln county during this period have been peculiarly gratifying to the people of this county, as well as testifying to the sound condition and conservative methods of our banks. The banks at Toledo and Newport, which are allied institu tions, have Iwth declined to take advantage of the Governor's procla Tnnt?rT) but bf.vo rcmp.incd ocn for business and have conducted their business in the usual manner. The only exception to their ordinary methods has lxen that they have declined to pay out money on checks from outside banks, but have been taking same for- collection. This was necessitated from the action of Portland banks in refusing to Bhip coin or currency out of the city. As soon as this embargo is lifted by the Portland banks, our banks will .return to the usual method of cash ing all checks properly accounted for. Meanwhile every obligation of our own banks are promptly met by them. , , The banks of Lincoln county have pursued a safe and conservative course during their career. Their deposits have not been used for speculation in stocks and bonds, and hence this Eastern flurry has not affected them.; They have pro ceeded on the theory that Lincoln county money should be held and made active in Lincoln county, and for this reason have stuck closely to home investments. They have over 825,000 invested in county and municipal warrants; they have an other reasonable amount in good real estate loans ; they have over 827,000 due them from their cor respondents, the principal ones be ing the First National Bank of Al bany, Oregon, and the Bank of California of Portland, of whose soundness there can be no question. The remuindcr of their deposits con sists of good, well secured promis sory notes and cash in their safes, of which latter they have an ample amount to meet every obligation. The business community of Lin coln county is to be congratulated upon the condition of its banks, and their course in business, as there is no truer reflex to the busi ness condition of a community than their banking institutions. Senator Fulton will be in Toledo next Monday evening. Come out and hear him at Woodmen Hall. What Toledo needs just now is those mud and sand bars between here and the lower bay removed, so that vessels can come up the river the same as they did a few years ago. Business men returning from the East are unanimous in predicting an enormous imigration to Oregon during the coming year. People re siding in the great cities of New York, Chicago, Brooklyn, Philadel phia, Boston, Pittsburgh, Cincinatti and other population centers never expressed so much anxiety to hear about this country as at present, and the same idea is reflected through the correspondence of the Portland Commercial Club, much of which is originating in the cities named above. ' . There is always someone ready to raise a howl no matter how well he is treated. Even now when wages are good and work plentiful there are quite a few croakers who say that even if wages are higher than ever before so is the cost of living. We notice that those who could hardly make a living before can now lay up a little and sometimes have a few luxuries besides. When in.
