A sufficient contest affidavit having
been filed in this office by Ed Swanson
contestant, against homestead entry
No. H206, made Jane 10, 1902, for
sw section 25, township 8 south,
range 10 west by Willard L . Phillips,
contestee, in which it is alleged that
contestant is well acquainted with
said tract of land and ''knows the
present condition of the same;
also that said Willard L. Phillips has
never made settlement on said
land, that he was never on said
land prior to the 10th day of June 1902,
the date of his filing upon the same as
by law required ; that I claim the south
half of the southwestquarter of section
25, township 8 s. range 10 w. by right of
prior settlement, having made improve
ments and settled thereon on the
1st day of April 1901, and have contin
ued to reside thereon ever since said
date and the Batd Willaid L Phillips
has not made any improvements upon
said land whatever and said alleged ab
sence from the said land was not due to
his employment in the army, navy or
marine corps of the United States
as a private soldier, officer, seaman or
marine, during the war with Spain or
during any other war in which the
United Slates may be engaged." Said
parties are hereby notified to appear,
respond and offer evidence touching
said allegation at 10 o'clock a. m. on
May 25, 1903, before the Register and
Receiver at the United States Land

proper affidavit filed Mach 20, 1903, set
forth facts which show that after due
diligence personal service of this notice
cannot be made, it is hereby ordered
and directed that such notice be given
by due. and proper publication.

Tax Timber Lands.
Is there any jostice, any reason, in
assessing fine timber claims, worth $20,
$30, or $40 an acre, at 81, 92, $3, or $5 an
acre? The owners of these lands are
making, gaining millions, merely by
letting their lands lie, while timber be
comes scarceyind higher. Is there any
presentable reason why they should
not pay taxes according to the real val
ue of these lands, the same as a man
who goes in the open, or clears up a
place and makes a home, pavs on prop-
erty? If so what is the reason? This
is a question that the taxpayers of
every timbered country would do well
to ask their assessors. W hat are the
timber lands of Oregon worth to day?
Far more everybody knows than our
state ass essmeut. .What portion of the
taxes do the owners of this magnificent
property, rapidly increasing in value
wnnout the owners turning a hand or
lifting a finger, to dav? A verv small.
an insignificant proportion.
The lesson is plain and simple. Tax
these lands according to value. Then
in 1905 we shall probably nave a Harris
or a Davey law for taxing corporations:
and in a few years Oregon can show up
with taxable property amounting to
$250,000,000 or $300,000,000, and a tax
rate decreased in proportion. The
work along this line has begun in Clack
amas, in Marion, in Umatilla, perhaps
in Multnomah; let it contiuue and be
enlarged and become general. Assess
ment and taxation has been a mere
hnwnrmnirt'er svstem here for 40 years:
let ns work out of it. There is no more
sense or reason in having a heavy tax
levy of 38 or 4o mills than of having to
pay 75 cents for a two-bit article. Port
