To the Honorable the Common Council of the City of To ledo: Gentlemen: In accordance with the geneial laws of the State ot Oregon, gov erning incorporated cities in the state of Oregon, and in compliance of section 26 thereof, I herewith doubt but that money wisely spent for the purpose of fire protection in our city is not only economy, but it is also a duty that the citizens may expect of the council to take some action in this direction. Nature has done much for our City and it is nicely located, but, nevertheless, it will only be what we make it, and if we expect to keep in the procession with our sister towns we must protect, onr business men. And If we expect that good live business men will settle and do busines and help to build up our City we must offer them some inducements, at least protect their property, improve our streets and make good., roads leading into our City so that people who want to do business with us can get into town at all seasons of the year. After a careful examination I would also recommend that the city ordinances be compiled and pub. lished. From the experience of the past treasury, not including property , month or two I am led to believe owned by the city or the delinquent . that the council will have to adopt a regular system of drainage, and I would suggest that the street com mittee carefully examine into this matter and report or submit some Men's Fine Calf. ONE PRICE sideration that the duties of the street commissioner be more par ticularly defined so as to avoid any friction with the street committee or otherwise. I would further recommend that the council during the coming spring take some action in the matter of fire protection. As it is now our business houses have no fire protection whatever, and in surance on Front street is at the rate of ten per cent, per annum, and at such rate no business man can afford to insure, and they are therefore compelled to carry their own risks. If our merchants are obliged to pay such insurances or carry their own risks, we, who patronize them are also compelled to pay a much higher price for our goods, and people living outside the City will go elsewhere to do their trading. Therefore every one feels the loss, and there can be no owners be compelled to comply with the law in the matter of street assessments. Our citizens have a just complaint and a "kick com ing" when they improve their property, and non-residents are dilatory about doing their work. Respectfully submitted B. F. Jones, Mayor. Senator Mitchell's resolution calling for information concerning the delay in the work on Yaquina Bay and the Willamette and Yam bill rivers, has elicited the informa tion from the war department that the matter of Yaquina bay is in tbe hands of Capt.
