He saw them loaded until even In the still waters of the harbor their upper decks were down to the . water's edge, and this overloading i seemed to be the worst and most fre quent fault. Then he went back to Parliament, and Introduced a bill to put a mark on the sides of ships to show how deeply they could with safety be loaded. The mark suggested was a circle with a horizontal Hue through Its center.
