At a meeting of the Yaquina Bay Oystermen's Association held at the house of M. Roddy, October 10, 1896, the following resolutions were adopted: Resolved, Whereas, It has be come necessary for the better pro tection of the natural oyster beds of Yaquina Bay, for this Association to invite the press of this State to publish all the laws in the Oregon Statute bearing on the Yaquina Bay natural oyster beds. And we hereby, by thesp means, warn all persons who now hold or may here after purchase any right or other interest in any private oyster plan tation on Yaquina Bay, that the party or parties so purchasing will have to comply with the local rules and regulations of the Yaquina Bay Oystermen's Association. And be it further Resolved, That, This Association will prose cute all persons who may hereafter be found violating any provision of the Statute bearing 011 the Ya quina Bay oyster beds. Geo. Page 1643 Chapter LXIII of the Statute of Oregon, oysters: Sec. 3,844. The natural beds of Oysters on the waters of this State shall be free to all citizens thereof who shall have lesided in this State one year, and shall have been residents of the county where such beds are located for a period of six months immediately proceeding the time of taking such oysters, but artificial plantations of oysters be longing to citizens of this State if distinctly marked out by means which shall not obstruct navigation, and not exceeding the extent al lowed by local regulations, shall be deemed and protected as private property, and the following portions of Yaquina Bay in Benton county now in Lincoln county are hereby designated and set apart for arti ficial plantations of oysters to-wit: Brown's Flat, Pool's Slough, Ly man's Eddy and Green Point, and the size and dimensions of said oyster beds shall remain as they have been fixed by the local regula tions of the Oystermen's Associa tion, not exceeding two acres in any one plantation. And every person holding a claim for the cultivation of oysters shall in all respects comply with the local regulations applicable thereto. Sec. 3,845. No person shall re move oysters from natural beds between the fifteenth day of June and tenth day of September in any year. Provided, that nothing in this chapter shall be so construed as to prevent any person owning artificial beds from taking oysters from said beds at any time. Sec. 3,846. No person not a citizen of the United States or com petent to become such under the laws of Congress and actually domiciled within the State and subject to State and County taxes, shall gather oysters in natural beds for sale or transportation or for replanting, nor shall own any artificial oyster beds or any interest therein, nor shall any person pur chase oysters for transportation or replanting except from persons so qualified. Sec. 3,847. No person shall gather or take oysters from natural beds within the waters of this State with a Scoop, Scrape, Drag or Dredge where the water is of a less depth than twenty-four feet at low tide, nor shall any person gatherine oysters from natural or artificial beds commit or permit waste by casting young oysters or shells on shore or in places unfavorable to their growth or increase. Every person who shall be guilty of violating any provision of Sec tions 3,844, 3,845, 3,846 and 3,847 shall on conviction thereof be fined in any sum not exceeding one thousand dollars for any "such ofTeuse. It has been well said that politics makes strange companions. The socalled Gold Democrats of Ken tucky have nominated that lecher ous old scamp W. C. P. Breckin ridge for congress, and now the republicans of that district have the plans all laid to endorse hi-i nomination. Breckinridge was kicked out of the Democratic party of Kentucky two years ago on account of his gross immorality in the Pollard matter, and has been politically as well as morally dead ever since. He was resurected, however, by a handful of malcon tents of Kentucky "hat wanted to pose in national politics, and be came their leader in that state. It is nn interesting sight to see the great republican parfy of that dis trict sacrificing principle to tote off after such a thing as Breckinridge. It will bi remembered that the Yaquina Post a couple of weeks ago published a statement that there was any amount of money in Port land to bet on McKinley carrying Oregon, at the odds of three to one. A gentleman of this city sportively inclined sent the Post with the item marked to a reliable acquaintance of his in Portland, and instructed him to let him know at once if bets of that kind could be had. The answer came promptly back to the effect that the item was not only false, but that there was no McKin ley money for even bets that McKinley would carry the state. ' Senator Ben R. Tillman, of South Carolina, will arrive, in Portland ' today, and will remain in the state the balance of the month. He will make several speeches throughout the state. He speaks at Salem tomorrow.
