Gov. West's Investigator at
Florence Finishes No Need
of Martial Law There.
(Speclnl to The Times.)
FLORKNCH, Or. Nov. 21. Capt. ,
Metcalf, of Cottage Grove, an
officer of tho Oregon National
Guard, who wa3 sent here by
Governor West, as bis special
representative to Investigate the I.
W. W. deportntlon lust Friday, con
cluded his work yesterday and left
on this morning's stage for Eugene,
Irom where he will go to, Snleni to
report directly to the Btuto's chief
executive!.
When usked If he hnd anything to
give out concerning tho Investigation
lie said ho had not.
Asked If there was any necessity
or possibility of martial law being
declared In Florence now, ho replied,
"I don't think so."
In rcr.poiiBc to a question as to
wnetner his Investigation bad been
nil private, or of a public nature, ho
responded "a llttlo of both."
Capt. Metcalf was pleased by the
courteous treatinent ho received In
Florence. Tho business men of Flor
ence mef hlm cordially and told hlm
tholr story when ho nskod for It.
TKoy said that they had nothing to
conceal, thnt they did not think It a!
transgression of the law or nn offense j
to protect their homes and their com
munity by ordering men who threat
ened the peace and prosperity of this
vicinity to movo on. They snld that
no out! bail been injured, no ono bad
been deprived of their property nnd
flint their action had eliminated the
possible loss of property and oven of
llfo that might follow an outbreak
such as the I. W. W. threatened tho
lower Sluslaw with.
This Is understood to hnvo been the
general story that Capt. Metcalf got
from the various ones ho talked with
and there wero row prominent men
In Floreuco or vicinity that ho did
not see.
Make Verbal Report.
Capt. Metcnir snld thaf ho would
go direct to Salem nnd niiiko a ver

Florence men do not expect that
Capt. Metcalf will mako nny rccom
iiiendntlons to Gov. West, unless ho
is pressed to do so, as the ovldonco ho
has gathered will speak for Itself.
It was understood that Capt. Met
calf was given or allowed to seo the
bunch of I. W. W. lltoraturo and' let-
tors which wero found In tho building
from which tho I. W. W. woro ojected.
This gave the plana of the I. W. W.
It baa been reported tlrtit Gov.
West's plan was to send a special

At nny rate there will bo no mar
