Five acts of the Legislature have
been referred to tho people for con
firmation or rejection one against
the State 1'nlverslty repair fund, one
against (he State University building
appropriation, one against the ster
ilization act, ouu against the County
Attorney bill, and ouo against the
workmen's compensation act,
The two refereudunis against the
State University are fathered by II.
.1. Purklsou, formerly a larbor agi
tator, now an amliulauce-cliaslng at
torney, They, like tho previous rof
orendums, which were composed of
fraudulent and faked signatures, are
nil abuse of the referendum for spite
purposes an elfort to cripple tho
Stnte 1'nlvorslty and hamper its use
ful work In order to "get even" with
tho c!!y of Eugene because l'arkl
koii would not make it a "closed
town."
Tho pretense is put forth by Pnr
kison that ho Is acting In behalf
of tho future consolidation of the
Oregon Agricultural Collego and tho
State University. Consolidation
would mean a single Institution lo
cated at Portland and create a for
tune for the land speculators alleg
ed to be backing the scheme, and n
great logs to tho state in tho aban
doned institutions.
It Is time tho pooplo rebuked tho
persistent offort of unscrupulous agi
tators to crlpplo higher education.
Every good cltlzon should go to tho
I polls and vote yes on these two meas
ures.
Tho County Attorney act gives
each county Its own prosecuting at
torney. This Is a step toward home
rule and will stop the insistent com
plaint of coalition now dependent up
on poorly paid deputies or occasional
visits of the Prosecutor from his
homo county, lly keeping the law
enforcers In closer touch with their
communities It should mean tho bet
ter enforcement of law nud order.
Vote yes on the County Attorney
bill.
The workmen's compensation w
provides a voluntary form of mutual
Insurance by employers, employes nud
states lor reimbursement for dam
ages or Injuries received by employes,
on a fixed scale. Its aim Is to end
tho exploitation of workmen and

employer, but always succeed in
I mulcting the injured employe. The
bill was drafted by a special com
, mission named for tho purposo by tho
' (iovernor, and lias tho approval of
both employers ami labor organiza
tions. The referendum was Invoked
by lawyers who make a specialty of
damage suits, commonly termed "am
bulance chasers." and the casualty
Insurance companies, whoso business
of insuring the employer and then
fighting tho claims of tho Injured em
ploye, ls crippled by the hill.
Everyone who believes lu tho
