Such n law is In force in most of tho states nnd is In tho Interest of tho great mnss of tho people, as it Is not good policy In our opinion to permit tho creditor class to mnko paupers of any of our citizens. This Inw will not bo retroactive In Its operation, henco will not effect tho collection of existing debts. WASHINGTON, Oct. 2. Senator I.ane, while he desires to see the Government hasten construction of the north Jetty at tho mouth of the Columbia river, Is firmly of the opinion thnt dredging 1b a necessary adjunct In providing and maintain ing an ndequato channel. And, holding that view, he will endeavor In tho next rivor nnd harbor bill to secure, in addition to the Jetty appropriation, an additional sum suf ficient to build or buy one or more powerful sen-going dredges, for ex clusive work on the Columbia River bar. Tho satisfactory work accomplish ed by the dredge Chinook tho past summer has demonstrated tho effi ciency of dredges In deepening the channel nt the mouth of the'Col umbln, nnd If one or two mammoth dredges, especially built for that cIjibs of work, can be Installed' by the Government, Senator Lane be lieves a 40-foot channel can be se cured nnd maintained much more speedily than by waiting for the completion of the Jetty." The Senntor points to tho Liverpool nnd Hamburg channels, both arti ficial waterways, which today ac commodate tho largest ships afloat, and both of which wero obtained by tho use of dredges similar to those needed at the mouth of the Columbia. The Senator says he will do everything In his power, In co operation with other members ot the Oregon delegation, to secure $2,000,000 cash appropriation nnd a continuing contract authori zation for tho north Jetty, but he believes Congress should not stop nt thnt. Not only would he havo provision mndo for big seagoing dredges for uso on the bar, but he would havo additional dredges for use on the channel between Portland nnd tho mouth of the river. Senntor Lane will also urge upon tho engineers and upon Congress the necessity for constructing dikes nlong either sldo of the channel, so that the sand and silt taken from the bed of tho river can be dumped behind the dikes and be prevented from finding Its way back Into the channel.
