GETS CONTRACT

much as anyone, but that ho
thought that tho water system should
como first. Ho said that he thought

the city could handle for a few

Councilman Winkler said that ho
thought that- If tho Councllmcn had
not been playing politics, tho city
would now have a municipal water
system.
This aroused Councilman Fergu
son's Ire. He said that lie had not
been playing politics, was not play
ing politics and did not enro whether
ho hold office or not. Ho said he
was bandllng the matter purely as
a business proposition. As to tho
"municipal wutor system" which
Mr. Winkler said the city might
liovo had, he was confident that
tho city would have had a "munic
ipal lemon" Instead.
Copplc's Views.
It. A. Copplo said that while ho
luid opposed the contract at first,
ho was now In favor of granting It.
Ho said thnt ho had first thought
that the city might buy tho current
from tho C. A. Smith Company and
light tho streets moro cheaply, but
ho discovered this would nccesHltato
additional poles and wiring and he
had about decided that If the city
was to ongago In tho business, It

demn tho Oregon Power Company's
plant. Ho said tho othor towns

year contracts and he bought from
his Investigations that the rates
were all right.
Councilman Winkler wanted to
know what his Investigations were
Ho said ho would liko to see a
report and In behalf of tho citizens
he domnnded a report..
Councilman C'opple said that
Winkler had no right to demand
written report, as the committee
chairman, Councilman .Merchant, had
.resigned, and that tho others had
made a verbal report. He said tl at
Councilman Winkler as chairman of
tho waterfront committee had never
made a written report.
Finally the matter was put to a
voto and Allen, Ferguson nnd Cop
plo voted for it and Winkler and
Alhreelit against It. This gave a
majority.
Previously Councilman Winkler
had told of tho great success of
municipal ownership In Clasgow
where they started with a municipal
water sytsem and later acnulred all
nubile, utilities and now they enjoy
tho best kind of service at low rates
nnd tho residents do not have to
pay a cent of taxes. Mr. Ferguson
paid this was a good scheme and ho
knew about It, having been born
In Glasgow, and that ho was In
favor of doing as they had d.)iio-

The assessment on Klin nveuuc
Is $2.21 on tho north side and $1.S1
on tho south side, a sidewalk beii'g
built for the north side only. There
Is nlso about $200 for Intersections.
On Second from Klin to Second
Court, tho assessment Is $2.ii0 per
front foot on tho south sldo and'
$2.!I0 on tho north side.
On Second street from IHrch to
CcOnr the assessment Is fit" cents per
front foot nnd HO cents from south
of Kim to Hindi; from Cednr to
Kim It Is $1.01! nnd $1.20 with about
$100 for Intersections.
On North Klghth street, tho to
tal improvement of which will cost

per front foot from Hemlock to
Laurel, $3. Ill from Laurel to Nut
wood and $3.71 from Nutwood to
the end of the street, with several
thousand dollars for Intersections.

Buckingham said that Dr. Taggart
was objecting to tho dirt being
taken off the street but ho felt
confident there was plenty of It.

Residents of Schotlcld nnd Reedsport
had a visible example on Saturday of
how Copenhagen Brothers, railroad
contractors, make the dirt "fly," 'lit
erally. A promontory JutB across
the right-of-way about a mile below
tho roll-way and causes the river to
make quite a turn. For nearly a
week drillers have been honey
combing this hill Bldo with dyna
mite, bo when the blast came It pre
sented a sight for many who hnd
gathered at a distance nlong tho riv
er. The grade Is practically com
pleted to this point from the north
portal of the tunnel, n distance of
four miles, nnd the Copenhagen
headquarters and steam shovel ciulp
ment moved there today, to tho
scene of tho big blast.
The people here, while glad to see
tho progress of the graders, regret
their pnsslng as their management
has been unformly courteous and
obliging.

Henry McGraw, recently hurt by
