Report Bay Road Hit
The Boseburg Review says: "At
a meeting of the locnl (lood Bonds
Association Inst evening n report wns
submitted by Engineer I.. O. Hicks
1 on the conditions of tho Cninns Vul-loy-Coqullle
road. Tho report goes
Into the matter In full detail, neeom-
1 pnnlcd by blue print mnps and photo
graphs Bhowlng tho terrible condition
of this Bo-cnllcd rond. Also esti
mates of tho cost of Its Improvement
I with a correct surface und with as
phalt mnendnm. Engineer Hicks
' and throe other members of tho As
sociation went over this ontlrc piece
or rond nml navo gathered n great
deal of dnta relutlng thereto, Includ
ing timber and other property val
ues. They have also had a tost made
by tho stntc authorities of the rock
there, which Is pronounced of good
quality for rond Improvement work.
It Is said this rock can bo bad In suf
ficient quantities for this rond build
ing work. A survey has also been
made by County Surveyor Frank
Cain for the proposed rclocntlon iff
, this rond so as to ollmlnnto tho heavy
grndes and his 'findings are also In
cluded lu tho report.
"In part Mr. I licks snys:
I Importance of This Bond.
, "Tho Importance of this Cainns
t Vnlloy-Coqulllo road Is very great.
i Douglas county, with Its peculiar sn
1 lubrlous climate, can grow and inn
I turo crops of vegetables and fruit and
grains which cannot bo grown lu the

Douglas county produce in Coos
county awaits tho coming of the good
' ronds over which maximum loads can
be hauled. On the other hand, fish,
crnnberrlcs, butler, cheeso nnd other
produce ecu Id bo brought from Cook
. to Unseliurg, the tunrkut town. If
road conditions weru Improved.
"At the present time, the United
I States mall Is carried from Uosoburg
, to Cnqulllc and MarHhfleld over the
. present road, there being two singes
, per day each way. Tho passenger
'traffic will average lr persons per

r. 1 1,000 pounds per yenr. while S00
pounds per duy, or 211,'JOO pounds
per year ,aro brought Into Uosoburg
over this road,
"Tho road from Uosoburg to
Mnrshfleld via Hltkinn Is a road of
almost prohibitive grades, and will
never receive tho traffic that the
Myrtle Point rond will have. The
Sltktim rond Is a mountain road and
nothing more, and while for scenery
passed through It surpusses tho Myr
tle mint road, yet Its summit eleva
tion reaches nearly 10(10 feet higher.
"Tho present route, known us the
Camas Valley-Myrtle Point rond, Is a
through route from UoHohurg west
ward to Myrtle Point. Leaving
Uoschurg, the rond winds up the riv
er to tho new steel highway bridge
nt Wlnstons, then turns to tho south
west, passing through largo orchaid
tracts to Drockwny. thence westward
through fertile fields mid valleyn to
Olalln. From Olulln the road climbs
over Camus mouutulu, on a planked
roadway to Cnmas Valley, but I am
Informed thnt tho present road locu
tion Is not tho best that can lie ob
tained as regards summit elevation.
From Cnmas (lit rond eutei'H tho Co

for a' distance of some It! odd miles
to Myrtle Point, lu Coos county.
Present ('onilltloiiH of ICnuil.
"At tlit present time we know of
no other rond lu any worse shapo
than this one under consideration.
"I have personally walked from
tho Camus Valley end of this louil
down tho canyon to u point west of
Sheep Cnmp, and I have seen tho dif
ficulty to which truffle Is being sub
jected. "Uuts In the rond on measure
ment show' !I0 to -Hi Inches lu depth
and tho bottom of tho ruts dry. It
appears as though It Is a case of lack
of Judgment or funds thnt would al
low a road, Important as this rond
Is, to get In this condition. I show
herewith n few smnll snap-shots
which will glvo nn Idea of tho condi
tion of tho rond surface over which
traffic Is supposed to pnss.
'It takes four horses to pull a
driver and three or four passengers.
In the winter time during tho rainy
season portions of tho rond nro well
nigh impnssnble. This hits been so
yenr after yenr lu the pnst.
"1 found a great deal of tho rond
hnd ponds of water stnudlng on It
Juno 1. 191.1. and thnt some of tho
muddiest spots were on tho brldgo
floors,
"Bridges were found that woro un
safe, rollings gone nnd bents leaning
In a dangerous manner.
"Parts of tho rond nt points whero
tho CoqulHc river was from CO to
100 feet nway, nenrly straight down,
have dnngerous holes cutting
through tho outer rim of tho rond.
"Summing up, the physical condi
tion of this rond could not possibly
bo worse.
"An approximate cstlmnto of tho
cost of constructing nsphnltlc mnend
nm on tho rond under consideration
Is $1.80 per square yard, or $050 1
per mile, or IS'J.'JO'J.CO for paved
surfneo for totnl length of rond. Com
pnrisou shows thnt plunknlg would
cost approximately $20,030.51, with
n life not to exceed flvo years. Tho
nsphaltlc marndnm would prove to bo
better, more Instlng, nnd will show
by Its Installation a tendency to lino
up to the present lustend of using
the methods of tho pnst.
"The approximate, estlmnto of tho
cost por squnro yard of this class "A"
concrete pavement would bo $1.75
or $'.1210 per mile.
Conclusions.
"That rock of suitable nnturo can
bo found In close proximity of tho
Camas Vallcy-Coqulllc rond Is tho
opinion of the writer, backed by tho
opinion of the state geologist.
"That to construct n plank rond
over this rond In question, would ho
n mistake, u step bnckward, not
ahead.
"That an nxphultlc mnendnm con
structed under proper spcctflcutlous.
with rigid Inspection Is tho choice of
the writer.
"That nn Intelligent rond location
be started at once, Is conceded by nil
who are familiar with the situation
to lie tho proper procedure, oven If
plank were to be used.
"Thnt a state geologist bo em
ployed at once to iiiicertulu the loca
tion of suitable rock In the vicinity
of this proposed rond Improvement.
"Thnt Immediate steps be taken
by the County Court to prepare
plans, specif lent Ions, call for bids ami
let contracts on this rond Improve
ment work of n durable nml perma
nent character. Is. I believe, tho wish
of the (lood Bonds Association of
Douglas county.
"Tho local Hood Uonds Association
Tuesday night decided to present the
matter as rontnlned In this report to
tho County Court Just as soon ns
practicable and urge (hut the rocom
meiiilatloiiH ho followed as to build
ing a permanent hard surface rond
there, lustend of a plnnk road us con
templated by the court."
