THAT CITY CHARTER. HAT HAS become of Marsh hj field's new city charter? Sev- eral prominent citizens and leading attorneys labored long and faithfully last spring and summer to produce a new city charter suitable to the altered conditions and require ments of the city. After completion It was submitted to the city council for appioval and action. Since then, nothing has been heard of it. If It Is to be voted on at the com ing city election, it is time that the voters were being made familiar with its provisions so that they might vote upon the matter Intelligently. If It is not to be voted on, why not? Mnrshfleld has outgrown, the old charter and needs a new one. Since Marshfield began agitation for Its now charter, the city of Ban don also has taken up the mattor. There Is this difference, however. Bandon prepared lis charter, discuss ed it, called a special election, voted on it, carried It and business Is now bolng conducted under it white Marshfield well Marshfield seems to have forgotten all about It. The subject Is well worth considera tion at this time because of the city election which will bo hold In De cember and a new charter or charter nmondments may then bo voted upon. The commission plan, In sub stance, provides that the duties of managing municipal affairs shall bo loft to a mayor and two, or three, commissioners. Usually tho officials devoto their entire, nttention to of ficial work and recoive salaries in keeping with the work they have to do. In behalf of tho commission plan It Is argued that it provides for a moro thoroughly business like ad ministration than "may bo secured othorwlso. Tho responsibility Is contered upon a few mon Instead of upon Boveral and, as tho officials re colvo pay, they aro expected to attend assldlously to business. At this time Galveston, Des Moi nes, Charleston, S. C, and many other cities of that class aro using tho commission plan. The fact that tho system is well liked whorover it has been tried is a good trlbuto to tho merits of tho plan. Whether or not tho commission Plan would work well In a city tho slzo of Marshlluld Is a moro difficult Question. This Is a ques tion local people might woll ponder over at least. If a man dies without money, his relatives will bury him, but not for love. Some Coos Bay people think they can't be ridiculous. But It's easy for anybody. A busybody never has any time to attend to his own affairs, and Is al ways unsuccessful and shiftless. Every man hates the thought that his wifo's patience is the outgrowth of trying to get along with him. Nearly every smoker says he can quit, but you will observe that very few of them make good the assertion. When you see the ghost of a man you see the man; tho story of his death was untrue.
