CHICAGO, Dec. 23. "Cupid, the
Surgeon," or what might more de
finitely be entitled "Practical Love
Making," is a book on the mysteries
of the tender passion, just sent forth
by Herman Lee Meaders, who says
love Is no longer a game of chance,
but an exact science.
You need not be handsome, rich or
fascinating, to win. All that Is re
quired is to assimilate the rules as
you would so many pink pills and
she is yours, says the American.
Be It known, In the first place, that
all women fall Into four classes or
at least Mr. Meaders says they do
the conceited, the sentimental, the
mercenary and the blase. The im
mediate thing for one to do Is to de
cldo In which category his beloved
"belongs.
"Give flattery to the conceited
woman," says the author, "promise
of eternal fidelity to the sentimental
rne, precious gifts to the mercenary
and sensational thrills to Iter who is
tormented with ennui."
Rules on Lovcniaking.
Here are some of the rules of love
making as revised by Mr. Meaders,
and somo of the now philosophy and
wisdom that illuminate the rules:
"If I were allowed to give but two
words of advice, they would bo 'pa
tience' and 'pcrsovernnce."
"The man who never parleys over
cab fares, who never scans the prices
on a wlno list or a menu, and who
hibernates when he's broke, carries
an infallible amulet against femi

"Remember that in the final bal

"A carefully prepared toilet and a
modish wardrobe may be Indlspen
slble, yet the real masculine triumph
depends on the strength, flattery,
generosity and apparent sincerity.
"Supplement and erect carriage

and a discreet amount of bluster
about your prowess, and the woman
will soon have a gladiator on a ped
estal. "Flattery is like morphine the
more you have the more you want
and must have. So be liberal.
"Hero worship Is as much a part of
woman as corset stays, and the mar
tyr spirit Is never deeper than her
epidermis.
"The Pasteur treatment may save
you from rabies, but there is no anti

Reeves of Flemingsburg, Ky., who
has been employed In this city In the
livery barn of F. M. Gustin, yester
day was notified that the had fallen
heir to a sum of nearly J20.000.
Wednesday Nelson Fnnt, an attorney
of Flemingsburg, came to this city,
located Reeves and Informed him
that he had been authorized to give
the young man the money as the heir
of his father, who had died a short
time ago In Flomlngsburg. Reeves,
while glad to receive the money, re
fused to return to his old home, say
ing that for the present he will con
tinue washing buggies In the Gusttn
stable.

To Wind Up Year.
Mr. Sacchl said that the next meet

year and he suggested that all of the
business of 1906 should be cleared
up so that the city could start In

Mayor Straw said that he though)
the suggestion was a good one but
that Mr. Lockhart the chairman of
the finance committee, would be
away so he appointed Councilman
Nelson to act In that capacity, so the
accounts could be cleared up by the
committee.
Warrants were ordered drawn
against property owners who had not
paid street assessments.
It was decided that three electric
lights should be placed at the corner
of Flanagan and Nevada streets for
the benefit of the residents there.
